Study On The Operation Mechanism Of Village Council In The Utilization Of Rural Construction Land

Reinforcing the management of rural construction land has become an important aspect of rural land resource management in present China,owing to the requirements of promoting intensive utilization of rural construction land,as well as the needs of improving habitation environment and living conditions of rural households.The village council,which was developed in the New Rural Construction in recent years,is playing an increasingly significant part in the administration of village affairs.After the State Council issued “Suggestions on Supporting the Prosperous Development of southern Jiangxi Province and Other Central Soviet Areas”(Guofa No.[2012] 21)in 2012,Ganzhou of Jiangxi Province put forward a rural dilapidated house renovation project aiming to improve habitation environment and living conditions of rural households,exploring the practice of involving village council in the utilization and management of rural construction land.Studying the operation mechanism of village councils in utilization of rural construction land based on experiences and lessons from previous practices has practical significance in facilitating the villagers' imitativeness and promoting the rational utilization of rural construction land.This thesis studies the operation mechanism of village council in the utilization of rural construction land based on the case study of rural dilapidated house renovation in County X Jiangxi Province.The study shows that in the rural dilapidated house renovation,the council has played a principal role in various aspects: the operation of village council has won trust and support from villagers,therefore forming an amicable social atmosphere that all are united for development;in the renovation project the council improved the habitation environment and appearance of village by utilizing the resource and financial support given by the government for rural development and poverty relief;the renovation of dilapidated houses has significantly saved the rural construction land and strengthened the villagers' awareness of saving lands.In the meantime there are also some problems such as the council being limited in decision making autonomy,fuzzy definition of the council's responsibilities,few constraints to council's operation,no function of education role,etc.The thesis goes further to put forward some suggestions to improve the operation of village council in utilization of rural construction land: first,continue to facilitate autonomy of village council in the leadership of Party organization and village committee,ensuring that its operation are based on the policies,guidelines and route maps of the government;second,clarify and specify the village council's responsibilities by stipulating the administrative rules of council operation;third,enhance the institutionalization and regulated operation of village council,set up a constraint,supervisional and motivating system for daily operation;fourth,improve the promotion and education capability of village council to enhance its function in education,training and information broadcasting in rural societies.
