Problem And Countermeasure Of Guangzhou Market Supervision Under The Background Of Commercial Registration Reform

Reform is supposed to aim at the outstanding issues in reality and eliminate the institutional restraints that hinder the development of economy.A large amount of government's administrative examination and approval for the micro commercial subject is no longer adapted to the development.From the stage of stating to producing and operating,the commercial subject have to go through a lot of administrative examination and approval.As a result,the tedious examination and approval have already become one of the major obstacles that hinder the development of society.Promoting the commercial registration reform is to deal with the unreasonable administrative mode by means of industrial and commercial system's self-initiated revolution,active decentralization,reducing administrative examination and approval and lowering the entry threshold for commercial subject,which not only arouses people's creativity and market's inner vigor,but also provides powerful support to economy.However,streamlining its administration and delegating authority is the combination of decentralization and regulation instead of simply removing and delegating power,which is the important guarantee of achieving promotion in the commercial registration reform.The perfect market economy maintains vitality and order,on one hand,the market economy will lose vigor and glamour without vigor,on the other hand,the market economy will lose trust and security without order.The reformed commercial registration brings new challenges and requirements to the current market supervision.This dissertation will study the market supervision after the commercial and registration reform.As a member of supervision department,the author is going to collect and summarize the information of supervision department law enforcement,industry self-regulation and social supervision by adopting interviews,survey,panel discussion and collection of law enforcement experiences.Moreover,the method of documentary,comparative analysis and interviewing will be taken to carry out the research.This dissertation first summarizes the situation of commercial registration reform in Guangzhou,and analyzes the challenges and supervision demands brought by the reform as well as enumerates supervision departments' new measures to meet the needs of reform and their deficiency.Then,the dissertation not only summarizes the market supervision experiences of Hengqin district in Zhuhai City and Xiamen City,but also takes the essence of this two areas' experiences to apply to the process of rectifying the Guangzhou market supervision system,which will provide better suggestions for the market supervision system to meet the needs of the new commercial registration.Unlike the former market supervision research approaches,this dissertation tightly combines the new commercial registration and the supervision of commercial subject,insisting that the crucial part of the commercial registration reform is to improve and implement the market supervision system.Lastly,the dissertation put forwards the countermeasures to improve market supervision level of Guangzhou and enrich the supervision force in terms of innovation of supervision mode,establishment of comprehensive supervision system and the promotion of human resources incentive mechanism.
