This article is an empirical study on the factors affecting urbanized farmers withdrawal of land contracting rights. With the accelerating process of urbanization,it has attracted a large number of rural laborers to cities.By the end of 2017,the urbanization rate in China is 58.52% according to National Bureau of Statistics data. After the farmers entering the city, they work and live in the city most of the time. They still retain contracted land in rural areas but no longer cultivate, which make a lot of wasteland. This phenomenon is not only conducive to the development of agricultural production, but also hindered the promotion of rural revitalization.Meanwhile, from the perspective of farmers themselves,as the income of urban migrant workers is much higher than that of agricultural production, farmers have gradually begun to move closer to the cities, and have shifted their focus of life and production to cities, and their willingness to take the initiative to be a citizen has become stronger. At this time, the government should provide policy and social security supports for the farmers who have already entered the cities and promote them to transfer identity completely. As a fixed asset owned by farmers, land has been greatly affected in the process of rural population migration.Wastelands cause a low rate of land use and hinder the agricultural modernization. Therefore,we should build a mutual, reasonable and efficient mechanism of land contracting right withdrawal to encourage the farmers to withdraw their land contracting rights and make the change of identity and living environment.Based on the background above, this article selects Hebei province as the study area, where urbanization is developing rapidly. It takes 438 samples of urbanized farmers as research objects to analyze influencing factors urbanized farmers withdrawal of land contracting rights. This paper collects data in the form of field visits and volume surveys and a total of 20 influencing factors are selected as explanatory variables. The paper establish a logistic model to test the significance of independent variables to provide empirical evidence for governments to improve the mechanism of land contracting right withdrawal and other related policies. What's more,it helps urbanization farmers withdraw the land contracting rights reasonably as a precondition to safeguard the interests of them, and it has a very important role in promoting the development of rural revitalization. The main conclusions of the study are as below:(1)The withdrawal of land contract rights from the urbanized farmers is affected by multiple factors. There are significant differences in individual factors, family factors, and economic characteristics among the urbanized farmers. The research find that the degree of education, age, participation in social insurance, the length of annual non-agricultural work, the amount of land owned, housing ownership in city, the annual non-agricultural income and the expected type of compensation may affect the willingness of the urbanized farmers to withdraw their land contracting rights.(2)The main influencing factors affecting the withdrawal of the land contract rights of the urbanized farmers were obtained by model analysis.Through logistic model analysis,we can know that the younger the farmer is,the higher the degree of education, the higher non-agricultural income, the more social insurance participation and the longer the annual non-agricultural work time makes stronger willingness to withdraw from land contract rights. For urbanized farmers who own housing in the city, the government can provide a variety of land requisition compensation forms to increase their willingness to withdraw their land contracting rights.Among them, participation in social insurance and ownership of housing are important factors that affect the willingness of urbanized farmers to withdraw their land contract rights. Therefore,we should fully consider the combined effects of the above factors when we make compensation mechanism for withdrawal of land contract rights.(3)This paper proposes corresponding measures and policy recommendations on the factors affecting the withdrawal of land contracting rights of urbanized farmers. It is necessary to increase the government's financial investment and provide reasonable compensation to farmers who have withdrawn their land contracting rights, implement diversified land requisition compensation methods and provide multi-channel employment for urbanized farmers. The government should build a vocational and technical education, make a training system and increase the construction of affordable housing in cities,it is also indispensable to reduce the participation threshold of social insurance for urbanized farmers who have withdrawn land, and protect the legitimate rights and interests of farmers returning to the land effectively.
