Study On Public Participation Mechanism Of NIMBY Facilities

With the accelerating process of urbanization in our country,higher requirements are placed on the city's functions and service levels,and a great deal of infrastructure needs have been generated.Among these facilities that provide public services to cities,some facilities may be rejected because they have a negative impact on the surrounding residents and the environment in which they live.They are called "neighborhood facilities." For many years,the government has adopted a form of independent decisionmaking in the process of making decisions on the construction of facilities adjacent to facilities,neglecting the views of the public who may be negatively affected by the facilities of the neighboring facilities,and lacking reasonable channels for the public to express opinions,resulting in public transfers.When fierce boycotts are adopted,when the government fails to take appropriate countermeasures,it may lead to the occurrence of an adversary.This not only endangers the social harmony and stability,but also seriously blocks the process of urbanization in our country.Therefore,it is of great significance to introduce public participation in the decision-making of the construction of the adjacent facilities.This paper conducts research on the public participation path of NIMBY facilities that meets the preferences of the public,and designs the public participation mechanism of NIMBY facilities.This paper summarizes the studies on NIMBY and public participation at home and abroad,identifies the key factors that cause NIMBY events through case study.Based on the analysis on the successful experience of public participation,this paper summarizes effective methods to solve these problems,puts forward four hypothesis on public participation preference,verifies them through questionnaire and designs four paths of public participation on NIMBY that meet the public preference.On this basis,this paper designs NIMBY public participation mechanism and analyzes the operation from subject,method,matter and effectiveness.
