Study On The Assessment And Optimization Strategy Of Urban Development Boundary(Policy Tool) Under Resilience Goals

Since the reform and opening-up,rapid urbanization wave swept the vastness of our country with the dominant feature of the spatial expansion of urban construction land-use.Meanwhile,it is accompanied by the accumulation of social contradictions,the reduction of cropland,the disturbance of the ecological environment.From domestic and overseas experience,urban development boundary as a policy tool for the space management plays an important and positive role in alleviating the sharp contradiction between economic development and resources constraints.Although development boundary derives from the western concept,it has become one of the three important tools of urban and rural space system planning.In this context,studies in the scientificity and rational optimization of development boundary has become an important subject that concerns the sustainable development and reform of the space planning system in the future.At present,urban development boundary has carried out a series of related practices in our country.Based on the urban space planning lack of good management,the national level highly emphasis on the of authority and seriousness of development boundary.On the one hand,the feature comes from the legal system,on the other hand from inner scientific nature.On this basis,the article obtains from the enhancement of its scientificity,and introduces the concept of "Resilience" to solve the problem of insufficient coping with uncertainty,so as to realize the control target,guarantee the sustainable utility in practice,maintain the macro strategic authority.First of all,the paper based on the related theory and research at home and abroad,clarifies the connotation of of development boundary,cleares its nature as a policy tool,defines the boundary,a policy tool based on technology as the core,summarizes the delimit method and implementation of development boundary,and expounds the development of it after entering our country and the dispute of "Rigidity and Elasticity ".By focus the external challenges analysis of internal problems,the paper arrives at one of the key point is to enhance its ability to cope with uncertainty of urban development.Second,the paper introduces the concept of "Resilience" from ecology,intellectually discusses the resilience of urban development boundary as characteristics and attributes.From the perspective of dynamic adaptive ecological wisdom,the significance of introducing resilience goal to development boundary is disscused,and the connotation of development boundary is expanded to multiplicity,multi-dimension,self-organization.Then the overall framework of urban development boundary under resilience goal is proposed.Third,based on this,the resilience assessment of urban development boundary is maped out,and the construction principle and technical route are proposed theoretically.Through the understanding of development boundary and resilience,on the basis of 12 resilience characteristics,layered four evaluation indexes,measured the weight of evaluation indexes,and formulates the classification criteria and evaluation results.Fourth,using the resilience assessment,the paper conducted evaluations of the resilience of the development boundary of 8 typical cities in the 14 pilot cities,examined the feasibility of the assessment from an empirical perspective,and summarized the resilience characteristics from the macro,meso,micro and horizontal levels based on the evaluation results,and further analyses the typical problems in the development boundary of the eight pilot cities.Fifth,aiming at the typical problems mentioned above,the paper proposes an optimization strategy for urban development boundary based on spatial management,time management,and operational management.Focused on multi-situation boundary delineation and optimization techniques,“multi-line management”,“one-line multi-pipeline management” strategies,and proposes a multidimensional control concept in which space elasticity is exchanged for time elasticity,and a management system with the core of safeguard,coordination,and revision mechanism.The research on the urban development boundary under resilience goal is an exploratory study in the context of the transformation of the spatial planning system in China.In theory,it is the expansion of the traditional development boundary recognition,which gives the new connotation characteristics of it;in practice,it provides a specific technology method and optimization strategy for development boundary to better managing uncertainty,which will help the scientific construction of the urban and rural spatial planning system and make preliminary explorations and useful attempts for the improvement of the national spatial governance capacity.
