At present,as China's economic development has entered a new normal,telecom industry is experiencing great changes.After experiencing the rapid development,the telecommunications enterprises are now enduring double pressures of market saturation and fierce competition in the industry: the revenue is stagnant and profits are continuously diluted.In the mean time,with the rapid development of mobile Internet,the telecom industry has been hammered heavily by the development of the mobile Internet economy.Meanwhile,the industry has strong expections of non state-owned involvement and mixed ownership reform.In such an industry and organization environment,the financial management function of telecom enterprises becomes inevitable choice to adapt to enterprise transformation.Starting with the theoretical research of financial transformation at home and abroad,this paper first explores the latest development direction and theoretical research results of management accounting.We put forward the necessity and feasibility of telecom enterprises' financial transformation based on the concept of the management accounting,enterprise strategic management theory and financial transformation,and by deep analysis of the telecommunication industry's external environment,internal transformation needs and the problems of the traditional financial management.On this basis,as an accounting worker with nearly twenty years' experience in financial management practice of telecom enterprises,I put forward the specific path of I implementing strategic financial transformation,namely the enterprise development strategy for the lead,building dual core strategic financial management system with "Financial Sharing Center + strategic management accounting",forming a financial transformation path across three levels from the financial strategic planning,organizational change and management accounting application.To achieve flattening and centralization for accounting,the financial organization changers start with the “Financial Sharing Center”,one form of integration of provincial and municipal accounting.Accelerate the evolution of financial organization according to the perspective of financial strategy on this basis.The application of management accounting is pushed forward and carried out from three aspects: by way of the construction of value oriented comprehensive budget management system,"Internet plus support" funds management system and the financial sector integration of business-finance system.Enhancing the value management ability of finance by means of the comprehensive budget management system of value orientation;Innovating means of financial management,the implement of the financial self reform challenges and forming "Internet plus support" capital management system via the use of "Internet plus" thinking;Promoting business-finance value synergy through the establishment of business unit oriented “sales finance,network finance and administrative comprehensive finance” professional financial management system.This paper adopts the attitude of seeking truth from facts and adopts the method of combining theory with practice.Summing up the key elements and innovation points of successful transformation,by means of finding commonalities from the personality case and studying the path of financial transformation of Hebei LT.We expect to provide experiences and references for the financial transformation and development of the telecommunications industry.on the basis of depth thinking of specific path of implementing strategic finance,exploring the telecom enterprise finance in order to adapt to the internal and external environment.
