| In October 2014,the “Opinions of the State Council on Strengthening Local Government Debt Management”(Guo Fa[2014] No.43)was released as a watershed in China's urban investment industry.No.43 has pointed out that the financing function of the financing platform company is not allowed to increase government debt.This means that,starting in 2015,the path of city investment companies rely on government credit financing has become unsustainable.Especially since January 1,2015,the new “budget law” has been formally implemented,emphasizing the need to standardize government revenue and expenditures,strengthen budgetary constraints and establish a fully-regulated,open and transparent budget system.On August 24,2015,the CPC central committee and the state council issued the guidelines on deepening the reform of state-owned enterprises,which is the top-level design document for guiding and promoting the reform of state-owned enterprises in China in the new period.In the context of deepening the reform of state-owned enterprises in China,the transformation of the city investment company has become an irresistible trend.Established in November 2008,Jiujiang City Construction Investment CO.,LTD is a platform for municipal government to implement investment and financing of urban construction.It aims to promote the effective operation of urban construction assets and the optimal allocation of urban construction resources,and promote the organic combination of capital construction and asset management in urban construction so as to realize business operation maximize the return on assets and minimize the cost of public welfare investment to ensure the safe and efficient operation of assets and achieve the purpose of maintaining and increasing value.In this paper,Jiujiang City Construction Investment CO.,LTD as the research object,before this study,due to Jiujiang City Construction Investment CO.,LTD's development strategy is limited to short-term profitability,but simply to undertake government projects,as well as to help local government financing and other policy work,the company strategy is not suitable for further development needs.Therefore,this paper aims to clarify the strategy of transformation and development of Jiujiang City Construction Investment CO.,LTD,combined with the background of reform of state-owned enterprises and the strategic management theory of enterprises,analysis of the environmental with the external and internal factors of the company,the integrated use of strategic analysis tools such as PEST analysis,SWOT analysis to explore how to locate the corporate strategy of Jiujiang City Construction Investment CO.,LTD and how Jiujiang City Construction Investment CO.,LTD can take a good turn under the double background of opportunities and challenges and analyze the actual situation of Jiujiang City Construction Investment CO.,LTD status quo and existing problems,by Jiujiang City Construction Investment CO.,LTD restructuring and development strategy analysis,relying on the advantages of Jiujiang,and actively play the role of capital flow platform,the city investment company from financing-oriented to business-oriented;through the resources the reintegration,investment,operation of the separation,making investment companies from investment and financing platform to the transformation of industrial entities,at the same time,to the capital market,improve the rate of asset securitization;Out of financing diversification,equity diversification,market-oriented operation,the development of industrialization,the road to adhere to the main industry on both short-term profitability and long-term growth needs,and strive to broaden their space for development,enhance the ability of sustainable development.While analyzing the strategy of development,with the effective measures and implement sustainable development. |
