Clusters of specialized firms are now coming to be recognized as an important level of integration and organization in successful industrial economics.Since the reform and opening up,the national development zones and hi-tech zones have undoubtedly become the "boosters" for the development of local economy in our country.However,after more than 30 years of development,various development zones and hi-tech zones have experienced common problems such as separation of production and industries and single functional structures,which require transformation and upgrading.At the same time,the trend of the spread of urban space has become more apparent,and "urban diseases" have also intensified.In this context,the idea of integrating the city of production is given great hope.High-tech zones in various regions regard it as an important way to actively adapt to the new normal economy,promote economic restructuring,and optimize the allocation of resources,and try to achieve an effective transformation of its own single industrial function into an integrated urban function.This paper takes the Hangzhou Hi-tech Industrial Development Zone as an example to divide the development process of the Hi-tech Zone into four phases: the infrastructure construction period,the industrial cluster development period,the industrial structure optimization period,and the integration of city and industry period.With the help of visual diagrams and tabular forms,this paper details the current situation of the development of industries and cities in Hangzhou Hi-tech Zone.From the perspective of land space,public services and local innovation,the paper further analyzes the bottleneck of its development.From the internal and external analysis of the dynamic mechanism of the integration of city and industry in Hangzhou Hi-tech Zone,and from three aspects of industry,city and population,the factors affecting the integration of production and development of high-tech industry are discussed.On this basis,a theoretical model for the mechanism of integration of city and industry in high-tech zones was constructed.Based on the internal logic of the theoretical model,nine first-level indicatorsand 17 second-level indicators were evaluated from the three subsystems of industrial support,urbanization,and population aggregation.Then,17 indicators were weighted using the method of entropy and introduced.Coupling coordination model is used to calculate the coupling degree of coordination,which is used as a substitute value for the integration degree of production cities.The development of the integration of city and industry in Hangzhou Hi-tech Zone in the past 10 years is estimated.The results show that: Hangzhou High-tech Zone has entered the stage of integration of city and industry development,but the development of the three subsystems of industry,city and population is still not closely related;over time,the integration of production and cities in Hangzhou Hi-tech Zone continues to increase,but The development of the three subsystems in different periods has different degrees of coordination.Based on the empirical research results,the last part of the article draws on the case of domestic and foreign integration of city and industry,and puts forward six countermeasures to improve the integration of production and urban development in Hangzhou Hi-tech Zone:(1)To promote the development of producer services and cultivate a multi-industry chain in high-tech zones;(2)Actively nurture pluralistic social entities and jointly promote the improvement of urban functions in high-tech zones;(3)Give play to the “radiation effects” of high-tech industries and optimize the population structure in high-tech zones;(4)Adhere to the intensive use of land in high-tech zones,and increase the efficiency of functional land use in high-tech zones.(5)Deepen the "people-oriented" service concept and establish a differentiated public service facility system;(6)Strengthen the "university-enterprise" research cooperation to enhance the local innovation capability of the Hi-tech Zone.
