Research On The Industry-City Integration In High-Tech Zone

Since the construction of the high-tech zone started in the 1980 s,it has been shouldering the mission of promoting the development and industrialization of high-tech in China.With the implementation of China's innovation-driven development strategy,the high-tech zone has been appointed as a "testing field" for the implementation of innovation and development pilots as a cultivation carrier for high-tech enterprises,and it shoulders the heavy responsibility of strategic emerging industry development and industrial structure optimization.However,the traditional "economic development zone development model",which is driven by factors and investment,has been unable to adapt to the development of the current high-tech zone.The construction of "reproduction of light city" directly makes it difficult for high-tech zones to gather innovative talents and R&D teams,therefore,to solve this problem,industry-city integration will be the future trend of most high-tech zones.This paper selects Foshan National Hi-tech Zone Core District(Shishan)as the case study object.The park has gradually developed from a town-level industrial park to a national hightech zone core park.It is a typical park driven by the "Development Model of Economic Development Zone" and administered by the government.So far,the park has achieved tremendous economic achievements and cultivated characteristic industrial clusters and a considerable number of high-tech enterprises.However,as one of the vanguards of innovationdriven development in the new era,the park faces many development difficulties.This paper attempts to find a solution to this kind of park by constructing a logical framework of industrycity integration and high-tech zone innovation and development,so as to better fulfill the important tasks entrusted by the state in the new period.This paper sorts out the development stages and characteristics of high-tech zones.In view of the difficulties encountered in the innovation and development of high-tech zones in China in the new period,it analyzes the internal needs and spatial responses of innovation and development of high-tech zones,and builds the integration of industry and city and the innovation and development of high-tech zones.The logical framework,combined with the development of the representative industrial park and city integration,summarizes the specific planning path.Taking Foshan National Hi-tech Zone Core District(Shishan)as a case of empirical research,the core issues of the park's innovation and development are identified by combining the park's development history,real characteristics,development stage judgments,and survey interviews.Foshan National Hi-tech Zone Core District(Shishan)put forward corresponding planning strategies.The research results show that industry-city integration is a response to the current bottleneck of innovation and development in high-tech zones.In the current stage of innovation and development,it is difficult for high-tech zones to attract,retain,and promote high-level talents.The development of innovation provides high-quality space support,so as to attract and gather innovative talents with high space quality requirements for work,life,study and leisure for the innovation development of high-tech zones.In the innovation-driven development stage,the specific implementation path for the integration of industry and city to promote innovation and development of high-tech zones is to expand from three aspects: space,industry and management system.Spatially strengthen the interconnection and interaction between the park and the city at the regional level to achieve integrated development.At the level,it promotes a high degree of integration of the park's innovative service functions and life service functions;deepens industrial high-end and cluster development;and implements a market-based management system in the management system.For the innovation-oriented integration of the Foshan National Hi-tech Zone Core District(Shishan),the integration of the city and the city is mainly carried out from the perspective of regional coordination and space repair,and the integration of Foshan West Station New City Development into the Foshan urban development pattern through the construction of the Shishan core zone;The spatial pattern of "Technology and Innovation Service Center + Innovative Industry and City Group" gathers the resources of each independent development function group in the park,and promotes the functional integration of the core area of Shishan through the renewal of the three old transformations.
