With the deepening of economic globalization,China's financial market is also fully open,and China's commercial banks are facing the increasingly complex and changeable financial environment and unprecedented challenges.In this context,the establishment of an objective,scientific and comprehensive performance evaluation system for commercial banks in China,in accordance with the requirements of modern financial performance management,is not only the need for the commercial banks to maintain their long-term development,but also the objective requirement for their participation in international competition.Balanced scorecard is a relatively comprehensive and scientific performance evaluation system.It is a performance management way to measure the development of enterprise performance from four angles of finance,customer,internal process and learning and growth,which is guided by the realization of the enterprise strategy.It avoids the shortsighted behavior caused by the traditional performance evaluation method's purely focusing on financial indicators,and promotes the performance of enterprises more comprehensively.Taking H post office saving bank as an example,this paper introduces its general situation,strategic emphasis and the current situation of performance evaluation system.The current performance evaluation system of H bank is divided into two kinds: the branch performance appraisal system based on assessment of performance,and the employee performance appraisal system based on the key performance indicators method.After analysis,the problems of the bank's performance evaluation system are as follows: First,the evaluation indicators are too high,and the financial aspects are overemphasized;second,the key performance indicators are not consistent with the overall strategy of the bank,only paying attention to the short-term interests;three,the evaluation index is relatively single,and other indicators have never beenused.In view of the existing problems of the existing performance evaluation system of H bank,according to its strategic focus,through the organic combination of theoretical and practical fields,and using case analysis,literature search,questionnaire survey and analytic hierarchy process,this paper discusses the specific compilation of four different dimensions of the balanced scorecard,and establishes a performance evaluation system which is suitable for the H bank itself based on the balanced scorecard.Hope that through the improvement of performance appraisal system,the core competitiveness of H bank can be promoted overall.
