As one of the country’s first242converted scientific research unit in1999July, The TH company has transfered into science and technology development enterprise from the pure funding institutions. The company has more advanced, complete research conditions and equipment manufacturing technology. After more than ten years of development, Technology innovation ability become further strengthen, improve its market competition ability, the economy keeps the stable, rapid and healthy development. TH Company adhere to the policy of "people-based, focus on talent", and have professional and technical personnel with high professional quality, business ability, the structure more reasonable. For its historical reasons and locating in less developed areas, along with the change of the internal and external environment, The TH company’s incentive effect is not good to professional and technical personnel in its human resources management. There are many problems such as professional and technical personnel loss, performance assess not perfect, the employee satisfaction and innovation down is more outstanding. In the face of the fierce market competition, we must stablish a reasonable and effective incentive mechanism, in order to better incentives, attract professional technology personnel involved in engineering and technology research and development, and bring up theirs innovative spirit and ability of professional, and technical personnel team. This is the needs of the rapid development of the TH company.The paper hope to discuss professional and technical personnel incentive problem of the TH company, and stablish a reasonable and effective incentive mechanism, transfer the enthusiasm and creativity of their. It is important to improve the core competitiveness of the TH company.Through the analysis of the professional and technical personnel’s incentive system, the paper disuss the existing problems and reasons of incentive mechanism from the salary structure, performance appraisal, incentive methods, training system, career development. In order to motivation theories as a foundation, using the methods of interview, literature research and questionnaire, the paper discusses suitable for professional technology personnel incentive mechanism and the supporting measure.
