Research On The Entrepreneurs' Small-guaranteed Loan Policy In Shishi

Facing the increasing employment pressure year by year,a more active employment policy must be taken.The guaranteed small loans for entrepreneurship,as a public policy for the government to solve employment and entrepreneurship problem for people experiencing employment difficulty was playing a more and more important role in expanding employment and improve people's well-being.However,the implementation of the policy was often less than satisfactory inChina.“superior has the policy,inferior has the counter measure",are now the common phenomenon in the execution of public policy in our country at present.The implementation difficulty of the small-guaranteed loan for entrepreneurs in Shishi was one of the examples.In this paper we take the implementation difficulties of the small-guaranteed loan for entrepreneurs in Shishi city as an example,through literature research and practical investigation and the integrated use of D.S.Van Meter and C.E.Van Horn system model,from the policy itself,the policy implementation,policy enforcement authorities resource characteristics,policy environment,policy executors tendency to analysis small-guaranteed policy problems exist in the operation process.Due to the distortion of policy enforcement,policygoals conflict,different interest of executive agency,lacking of resources,and the influence of the social and economic environment,leading to difficulty of implementation in Shishi.Based on the problems found,the article puts forward some advices in improving the policy-making scientific style,execution,the mechanism in implementing policies,optimizing the policy circumstances separately.only when the suggestions be put in place,can the small-guaranteed loan for entrepreneurs policy benefit us all.
