| Interests analysis theory holds that:interests cognition drives the subject to act,the resource condition constrains the capital of the subject’s action,institutional incentive guide the direction of subject’s action.We investigate and study the behavior of participants in the policy implementation of Shishi Circular Economy Demonstration City Construction.Regarding "comparative advantage" as the hypothesis,according to the interests analysis theory,we analyze the action strategy of three kinds of subjects(e.g.local government organizations,enterprise groups and public groups)in accordance with the analysis chain of " interests cognition,resource condition and institutional incentive".The main conclusions are as following:.The policy participants will implement Complex demonstration point policy selectively based on the benefits weigh.Sometimes,Selective-Policy-Implementation is good for concentrating the resources on creating special advantages of the project;sometimes it will prejudice the public interests.For local governments,the implementation of demonstration point creation policy is Experimental Implementation.In Experimental Implementation,the government is the most active participants,decides the results of policy implementation.Because the government get the directly interests from the implementation,and has the most resources to affect the other participants.On the one hand,the government can to guide enterprises and the public change their way to pursue interests by establishing the corresponding rules,On the other hand the government can help public groups recognize spirit interests by setting up incentive system. |
