Research On Rural Plannning In Xiangxi Prefecture Based On The Development Of Eco-cultural Tourism

Scientific and reasonable rural planning is an important guarantee for rural economic and social development.As the construction of ecological civilization and rural revitalization is an important strategy that must be followed and implemented in the development of our country in this new era,rural eco-cultural tourism has drawn more and more attention.This paper aims at putting forward the ecological cultural tourism rural planning strategy puts forward the connotations for the development of eco-cultural tourism in rural areas.Take 84 eco-cultural tourism villages in Xiangxi prefecture as an example.At first,this paper establishes the evaluation system consisting of 6 primary indexes and 29 secondary indexes for eco-cultural tourism in rural areas.Then,the common factors are extracted by using the principal components analysis.The cluster analysis is used to classify the ecological and cultural tourism in Xiangxi Prefecture.The classification is conducted to evaluate the development level of different types of eco-cultural tourism in rural areas.Finally,this paper puts forward the planning strategies from the aspects of non-material resources,material resources,infrastructure,tourism facilities and industry,and analyzes the planning strategies by combining with typical cases.The main conclusions are as following:(1)The connotation of eco-cultural tourism.By using and combining the ecological attributes and cultural attributes of the non-material resources and material resources,eco-cultural tourism relying on the local sound infrastructure and tourism facilities drives the development of rural agricultural and other particular industries,so as to propose a way to increase the economic development level in rural areas and realize the rejuvenation of countryside.(2)By analyzing the principal components of the evaluation data of the indicators,six common factors are obtained,namely tourism facilities,infrastructure,industrial development,cultural resources,traditional customs and natural resources.(3)Xiangxi eco-cultural tourism villages can be divided into six types.They are fully-developed villages,industry-led villages,resource-combined villages,fully lagging villages,resource-abundant villages,and well-equipped villages.(4)The development degree of six types of eco-cultural tourism villages is different.The fully-developed villages have a more balanced development in rural eco-cultural tourism in all aspects.The industry-led villages have better development in industries.Villages with the lead of industries and resources have relatively sound development in industries and relatively rich resources.The fully lagging villages are the poorest in general with few resources,poor facilities and low industries development.Resource-abundant villages have prominent advantages,especially rich cultural resources.Well-equipped villages only have relatively complete facilities but are lagging behind in other aspects.(5)The rural planning of eco-cultural tourism in Xiangxi prefecture should be based on the types of policies.For the common problems in the countryside,they should be considered as a whole,and the overall planning and design will be carried out at the micro level.The differences in resources,facilities and industries of rural areas should be considered properly in planning and construction.“Strengthening weaknesses and avoiding shortcomings” the planning should make full use of the advantages in rural areas and promote shortcomings by planning.Finally,the prospects of the research on the combination of theories in eco-cultural tourism and rural planning,the improvement of the indicator system,and the increase of the comparative empirical studies are presented.
