Research On China's Rural Industry Poverty Alleviation From The Perspective Of Collaborative Governance

Promoting the implementation of precision poverty alleviation is a major strategic plan of the Central Committee of CPC focused on building a well-to-do society.Industrial poverty alleviation with obvious endophytism and sustainability has gradually been the main poverty alleviation model in the process of precision poverty alleviation.From the perspective of synergistic governance,this paper sorts out the origin and development history of China's industrial poverty alleviation policy,analyzes the basic path of China's industrial poverty alleviation,examines the problems existing in industrial poverty alleviation,and then puts forward suggestions to improve China's industrial poverty alleviation.The study believes that industrial poverty alleviation is an inherent requirement to steadily liberate the peasants from poverty,a key option for activating the new kinetic energy for rural development,and the only way to promote the modernization of agriculture and rural areas.It is the basic path of China's industrial poverty alleviation to get government-led policy supply and resource integration,the introduction of modern elements under the operation of enterprises and the extension of rural markets,to adhere to the main position of farmers,establish a reasonable interest-linkage and benefit-sharing mechanism,to encourage social participation and provide external kinetic energy for industrial poverty alleviation to supplement the main body.Path dependence,policy dependence,and capital dependence are the main problems in the process of China's industrial poverty alleviation,which reflects the decline of farmers' dominant status.In view of this,this paper proposes to construct a diversified industrial poverty alleviation model,to break the path dependence in industrial poverty alleviation,to play a market role in industrial poverty alleviation,to break the policy dependence,to increase the intensity of capital integration and financing channels,to break the capital dependence,and to continuously promote peasantscapacity building,and constantly improve the status of farmers as a mainstay to improve China's industrial poverty alleviation model.
