Research On The Reform Of State-owned Enterprises Of China(1992-2002)

State-owned enterprises which take the particularity of their identity undertake the task of advancing the national strategy and occupy the core position in China's economy.Influenced by the Soviet model and in order to consolidate the new people's political power,at the beginning of the birth of new China,a planned economic system was established.Under such a system,the state is responsible for the allocation of resources,and the main way of resource allocation is power.Therefore it forms the status of integration of government administration with enterprise.With the power to allocate resources,it can integrate the social joint force and concentrate on the realization of the national strategy.Therefore,the planned economic system has a positive significance in the stage of socialist construction.With the development of society,the low efficiency brought by integration of government administration with enterprise has always been a real problem faced by state-owned enterprises.In order to improve efficiency,the state has made the reform of decentralization and transfer of profit,and the efficiency of state-owned enterprises has been gradually improved.However,because of the lack of planning,the reform way is only in the local adjustment of the planned framework,so the reform of state-owned enterprises has fallen into a vicious circle of disorderly collection and death.In order to solve this impasse,the state made a theoretical breakthrough to explore the rationality and possibility of market development in socialist country.In 1992,the 14th CPC National Congress clearly establishing the socialist market economic system.This political orientation has a direct impact on the direction of the reform of state-owned enterprises.In 1993,in the third Plenary Session of the 14th CPC Central Committee,a new idea of the new reform of state-owned enterprises was introduced---the establishment of a modern enterprise system.Since then,the importance of the market has been highlighting,and has become the main means of resource allocation,for it is characterized by the maximization of efficiency.Therefore,the reform of the state-owned enterprises in the past ten years is the transformation of the mode of allocation of resources from the macro level,that is,from the government power to the market adjustment;from the micro point of view,it is the process of the combination of the state-owned enterprises'exploration and the market.Therefore,the focus of this paper is to comb and study the tortuous process of exploration,analyzing the impact of this process of interest resistance,trying to explore the achievements and shortcomings of the reform of state-owned enterprises in this stage as far as possible and impartially,and finally to summarize the experience enlightenment.
