Application Of China Mobile Electronic Tendering System In Engineering Procurement

In recent years,the traditional tendering system is no longer meeting the needs of rapid e-commerce development.Electronic tendering system as a new business model combines the traditional tendering process and information technology to achieve the whole tendering process including information release,tendering,bidding,tenders evaluation,result disclosure,documentation execution and payments electronically.China Mobile launched the e-procurement and tendering system in 2013 and fully implemented the system in 2015.After continuous improvements of system functions and reliability,China Mobile's e-procurement and tendering system has played a crucial role in enhancing the procurement process efficiency as well as cutting costs in the past two years.In the introduction part of this paper,it introduces:The current status of electronic tendering system in both domestic and offshore markets;The definition,attributes and background of procurement and tendering process;Management features of traditional tendering and electronic tendering system.In the main body of this paper,it focuses on:The analysis of the role for electronic tendering system to play in the procurement process by utilizing China Mobile's electronic tendering system as an example and using questionnaire survey method;The in-depth analysis of pros and cons in regards to electronic tendering system in cost management,progress management and risk management by tendering project management.In the conclusion part of the paper,it illustrates the existing issues and related solutions for the electronic tendering system,and it raises valuable reference towards the marketing and future application of the electronic tendering system.
