As a great agricultural country,it is vital for China's development of agricultural economy to set up agricultural land system that is suitable for national conditions.The well-known household-responsibility system has innovated in our agricultural land reform,while "Separation of the Three Rights System"(separating agricultual land ownership rights,contract rights,and management rights)act as the following innovation that guiding the reform of China's agricultural land system.Therefore,Studying price of agricultural land under this background has both theoretical and practical meaning.Through explaining the concepts and theories of“Separation of the Three Rights System",and quoting relevant legal regulations and views from some scholars,the author has positioned the ownership property and explained the meaning of practising "Separation of the Three Rights System".On this basis,the author has further improved the separating agricultural land rights by clearing the right subjects,adding new content,and also analysis and definite the value of agricultural land rights on the basis of this content.On the premise of clearing the value of agricultural land right,concepts of agricultural land price and relevant appraise theories,combining those evaluation methods in economic value,social value and ecological value of farm land,the author has established different price evaluation systems which can correspond to Separation of the Three Rights' explanation in agricultural land.Meanwhile,some key points in each system have being analyzed,and one case of agricultural land transfer in Taixing was discussed in this essay.According to the data collected,the author expounded the basic situation of agricultural land evaluation,and combined the "three rights" price evaluation system of agricultural land and the actual situation of the research area.Methods such as Income Capitalization Method,Insurance Method,Indirect Method and Carbon Fixation and Oxygen Release Method are adopted respectively to evaluate the economic price,social security price,ecologic price.Farmland contract right price is calculated by Income Capitalization Method,and agricultural land management price is calculated by Income Capitalization Method and market comparison approach.In the end,the author has proposed some advices to improve relevant policy content of separating agricultural land rights in mortgage system of agricultural land management and agricultural subsidy policy,so as to alleviate the legal risk in land evaluation and ensure a correct estimate.
