At present,China is in a critical period of agricultural structural reform.Accelerating rural economic restructuring and adjusting agricultural production structure will become the source of agricultural economic growth. The new type of agricultural business entities become a new force in rural economic development. With the improvement of their skills and the expansion of their scale, their demand for credit funds has also increased. The relative backwardness of rural finance has made most of the agricultural economic entities lack effective collateral, and formal financial institutions cannot meet their financing needs, leading to the problem of “financing difficulties”.For this purpose, pilot loans for farmland management rights have been piloted, and farmers can use the land management rights to apply for loans from financial institutions. This policy has eased the financing difficulties of rural households and provided new opportunities for rural economic development.Based on the relevant theories of mortgage loans for land management rights, this paper analyzes the status quo of mortgage loans in Yongqiao District, and empirically studies the differences in the participation of rural households, especially those farmers with different land management scales. This paper selects 561 sample farmers from four townships in Yongqiao District, empirically analyzes the factors affecting sample farmer households' willingness to participate in farmland management right mortgage loans. The results show that:(1)The factors affecting the overall willingness of farmers to participate include education level, experience of going out to work, share of agricultural labor, willingness to cultivate land, and whether the agricultural industry consortium joins.(2)The influencing factors of farmers' willingness to participate in different land management scales are also different: small-scale farmer households are affected by gender, age, education level, and agricultural labor force;medium-scale farmer households are affected by age, education level, the of agricultural labor, the presence or absence of agricultural industry associations and the influence of social relations;large-scale farmers are affected by the ratio of agricultural labor, loan experience, the presence or absence of agricultural industry associations, and the willingness to cultivate the land.
