The Development Of Incubators Promoted By Grass-roots Government

At the background of public entrepreneurship,innovation,implementation of innovation-driven development strategy,optimization of innovation ecosystem,and improvement of the incubation system,incubators are being accelerated across the country.In the economically developed areas represented by first-tier cities such as Beijing,Shanghai,Guangzhou and Shenzhen,many incubators are well ran and exhibited strong vitality.However,the unbalanced development level of regional economic in China is quite prominent.When governments at all levels promote and intensify the construction of incubators at the same time,the operating results of many incubators supported by local governments are not satisfactory.Therefore,it is of great practical significance for local governments to promote the research of effective operation on such incubators.Many experts and scholars at home and abroad mainly start researching incubators from business model,constraints,and service capabilities of incubators,seldom involve in the construction of incubators within a large number of township-level regions.This paper is based on the problems encountered by the People's Government of Meili Town of Changshu City in promoting the construction of incubators and the solution path as the starting point,and summarizes the analysis of domestic and overseas incubators.With in-depth analysis of the basic government promoting incubator construction from the aspects of construction orientation,project introduction,management team and policy float etc.Aiming at the problems arising in the process of incubator development,it explores the countermeasures for the grassroots government to promote the incubator construction,especially in the constructionprocess of Meili Science & Technology Innovation Center,combined with actual data,and also reliable argumentation data was provided,which made the analysis more in-depth.
