Food safety concerns the people's physical health and life safety,as well as economic development and social stability.The state attaches great importance to the issue of food safety,and proposes to safeguard the safety of the people with the strictest standards,the strictest supervision,the strictest punishments and the most serious accountability.However,due to the complexity of food safety issues,the task of food safety supervision is very heavy.In view of the increasing food safety problem in recent years,our government has taken many effective measures to ensure food safety.? The twelfth five-year plan of the state food safety supervision system?states that third-party food inspection institutions should be promoted through policy guidance and government purchase of services.The CFDA has also proposed the following measures: promoting the integration of food and drug inspection and testing institutions,providing inspection and testing services to the social forces on an equitable basis,intensifying government purchasing and service,improving the technical support and guarantee system,and raising the scientific level of food and drug supervision and administration.Taking SND as an example,this paper,through various forms of investigation and data collection and quantitative analysis of survey statistics,finds out and analyzes as accurately as possible the variables that affect the government's purchase of food safety inspection services,studies the food safety inspection work from the perspective of government purchase services,and analyzes the advantages and problems of the government's purchase of food safety inspection services.And put forward the feasible countermeasure suggestion pertinently,expanded the government public security governance theory application field.To explore and enrich the concrete connotation and realization path of "promoting the development of third-party food inspection institutions through policy guidance and government purchase services" in ? the "twelfth five-year plan" of the state food safety supervision system?,and to apply the analysis framework of "five elements" of government purchase services.To accelerate the formation of food safety social governance pattern to provide some theoretical support.It will help expand the ways and channels for social forces to participate in food safety inspection,involve social organizations that meet the requirements,improve the scientific and professional nature of food safety inspection,promote the efficiency of government supervision and inspection services,and thus provide a more targeted and effective strategy for how to carry out the government's purchase of food safety inspection services in a scientific and efficient manner.Based on the existing government purchasing service theory,the co-management of food safety society and food safety sampling,this paper innovatively adopts the five-element one analysis framework based on the three-element and four-element analysis framework.In the light of the thorough analysis of the purchase subject,consumption demand,carrying capacity,source of funds and evaluation method of the whole process of purchasing food safety sampling service by Suzhou government,It is concluded that the problems of the government purchasing food safety inspection service are not perfect,the demand for food safety inspection is not clear,the ability of testing institutions is not uniform,the government purchasing funds for food safety inspection is not standard,and the quality assessment of food safety inspection service is not sufficient,Through the analysis of five reasons,it is concluded that the effective way to promote the scientific and efficient purchase of food safety inspection service by the government is as follows: formulation and improvement of relevant regulations and rules for the purchase of food safety inspection service by the government,in-depth study of food safety inspection demand,integration of existing food safety inspection service resources,standardization of fund approval and evaluation of results.In addition,the paper draws the conclusion that the five-element analysis framework is applicable and feasible in the field of food safety sampling service.
