Rural subsistence allowances system(rural subsistence allowance for short)has been implemented around the country since 2007.It plays an important role in the protection of citizens' basic survival,maintaining social harmony and stability and promoting economic development as a"catch-all" policy.The number of rural residents in China increased from 34,52 million by the end of 2007 to 45,865 million by the end of 2017.The rural subsistence allowances system is continuously improved and optimized in the ten years,and the "should defend" access mechanism is formed with a complete and detailed measurement system.With the system operation,under the background of "Internet Plus" era,using big data information for verification of low-income residents,reporting the populace to supervise,and application of low capital efficiency and etc.,there is an urgent need to optimize the rural subsistence allowance exit mechanism.Due to the rural residents had limited employment channels,lack of information resources and with low degree of cultural education,the low income people went petition repeatedly,returned back to poverty and inter-generational transmission of poverty after exit from the system,which made the surrender mechanism difficult to run efficiently.Therefore,it is necessary to find out the solutions by studying the plight of rural subsistence allowance,so as to provide theoretical support for the effective use of rural poverty alleviation and poverty reduction,and promote social harmony and stability.Based on the theory of public governance,this paper combines the theoretical and empirical aspects to study the difficulties of rural minimum guarantee withdrawal and its countermeasures.The article systematically elaborates the basic concept,background and main viewpoints of public governance theory,and studies the applicability of public governance theory to solve the dilemma of rural minimum guarantee withdrawal,which provides a theoretical analysis basis for later articles.Through questionnaires on the status quo of the implementation of rural minimum guarantee withdrawal and 155 survey respondents in Y town,the empirical analysis and study of the government-led rural dilemma exit difficulties.Combined with the interview records,according to the differences in the exit work phase,the main reasons for the discovery of dilemma come from three aspects:First,the lack of a sound verification mechanism,the existence of differences in the perception of low-security features,and differences in the sense of responsibility of the object make it difficult to identify;Inadequate policies and regulations,arbitrariness of administrative operations,and mechanical operations make it difficult to manage.Third,the lack of effective means of expression and supporting policy support resulted in the lack of policy convergence after exit.Based on the public governance theory and experience in pilot regions,it is proposed that social organizations should be involved in low-insurance verification before exiting;innovation assistance mechanisms should be explored and flexible assistance models explored;and policy advocacy and guidance should be strengthened.To withdraw,we must improve relevant laws and regulations and build professional personnel.After the minimum guarantee is withdrawn,it is necessary to improve the social supervision and evaluation mechanism and link up with other social security policies.
