The Spatial-temporal Analysis Of The Agricultural Efficiency In Jianghan Plain Based On DEA Malmquist Model

Since 2005,China's economy has been growing rapidly.As an important industrial sector of its national economy,agriculture has always received the attention and support of the state and the government.Under the background of a series of benefiting agricultural policies,the rural areas of Hubei have welcomed the spring of development and reform,the increase of agricultural output,the rise of farmers' income,and the rise of farmers' income.The quality of village life has improved significantly,and the rural economy has undergone tremendous changes.From an economic point of view,the increase of agriculture mainly comes from two aspects,the input of factors and the promotion of productivity.In the traditional agricultural production process,land,labor and other resources are the main inputs.However,the limited nature of its resources has led to no sustainable growth in agriculture.In the process of modern agricultural production,new resources are added,and their resources come from the product of social progress,the investment of science and technology,the scale management and other external factors,which make the total factor productivity of agriculture maximized and promote the transformation and upgrading of agricultural development.So,under the economic phenomenon of agricultural growth during the "11th Five-Year" and "12th Five-Year",is it mainly due to the addition of production resources or the control of the allocation of resources?Whether this growth is sustainable or not,what problems should be noticed in the later stage of development is worth exploring deeply.In this paper,a comprehensive spatial and temporal analysis of agricultural production is carried out to investigate the relationship between agricultural productivity and its composition and the increase of agricultural output value.It is inferred whether the agricultural production can be promoted by strengthening technological progress and production efficiency,and the differences in regional level can be reduced.Therefore,this paper selects the panel data from 2005 to 2015 in Hubei Province,which is a typical agricultural producing area of Jianghan Plain.Through the DEA-Malmquist model,the spatial and temporal analysis of agricultural production efficiency is carried out from the perspective of the whole and the county.The results show that in the process of agricultural production,the contribution of total factor productivity to the narrowing of the agricultural GDP gap between the Jianghan Plain has been strengthened,and the TFP is on the positive growth trend.Technological progress is the main force and benefits from social development and technological progress.At the same time,the level of comprehensive technical efficiency is not high or even restricted.There is still room for adjustment in terms of resource utilization and resource allocation.In this conclusion,further analysis,it is found that the level of technological progress is not large,and the progress index of the marginal areas is higher than that of the central region,indicating that the level of agricultural technological progress in Jianghan Plain is related to the scientific research radiation of Wuhan and the big cities in the border areas.The level of comprehensive technical efficiency changes from north to south,indicating that there is imbalance in the development of resources and scale.Secondly,it analyzes the scale efficiency and the factor redundancy in the non effective areas,and finds that there is a mismatch between the regional factor input and the scale development,and some areas need to strengthen the construction of the factor resource market and strengthen the rational utilization of the factor resources.And some areas need to strengthen the formulation and implementation of land transfer policies,and strengthen scale operation and production.Through the analysis of the factors affecting the main business,input of factors,system and market,some pertinent suggestions are put forward.First,improve the quality of employees.We should strengthen the training of agricultural technical personnel,pay attention to rural education and enhance the cultural quality of farmers.We should integrate agricultural extension resources,strengthen agricultural production skills training system,popularize agro science,promote the production capacity of farmers,and develop production.Second,the construction of financial capital market.To strengthen the capital operation of rural finance,financial support for agriculture is an important means to guide agriculture by the government.To improve the fiscal policy of supporting agriculture,it plays an important guiding role in the establishment of the financial system in the county.The improvement of the financial market has strengthened the support for the development of local agriculture and can promote the development of agricultural modernization.Third,promote the application of scientific and technological achievements.Agricultural science and technology is the key to the development of agricultural modernization.Hubei should make full use of the provincial internal medicine research strength,increase project support,and encourage agricultural production technology research and development.Due to the unique production environment of the plain,agricultural mechanization has been vigorously promoted,but the relevant standards should be formulated,the unified management of agricultural machinery should be implemented,and the appropriate principles should be maintained to achieve the best match among the factors.Fourth,promote the large-scale operation of agriculture.The appropriate scale of land management is the fundamental requirement of land intensive.It can adopt the strategy of local conditions,formulate guidance plan according to the specific situation of different counties and cities in Jianghan Plain,adjust the land allocation,increase the land reform,and provide space for the input and implementation of the elements.
