Land, the root of the country. How to deal with the relationship between farmer households, village committees, and land is an important part of current land circulation in rural areas. For farmers who are out of land, the income derived from working outside the home is far greater than the income from grain production,so a large number of farmers are pursuing To maximize their own profits, they began to work outside the home and transfer the farmland out to obtain additional income. For the rural households that flow into agricultural lands, because they know some planting skills, and the agricultural yield per mu is much higher than that of ordinary farming, farmers who flow into rural areas tend to inflow more land, thus realizing large-scale operations and lower incomes. The cost of achieving the greatest income.According to statistics of the Ministry of Agriculture in the first half of 2016,the area of agricultural land circulation in China has reached 460 million mu,accounting for 34.3% of the total area of agricultural land, and has continued to grow.In the transfer of agricultural land, the contracted circulation main body has achieved 69.4%.It can be seen that the mechanism for the orderly regulation of agricultural land circulation has been gradually established. The main bodies of participation in the circulation of agricultural land are diverse, including farm households, village committees,agriculture-related enterprises, family farms and other emerging agricultural management subjects. The research of the main body of this paper focuses on the farmers and the village committee.Because the farmers are in a basic position in the circulation of agricultural land, this paper takes the farmers as the main research body, and the research on the rural households is divided into the research on the rural households that flow in and the rural households out of the rural areas. The research on rural households outflowing from agricultural land is mainly based on the analysis of behavioral economics, and studies how psychological factors influence rural households to choose the way of rural land circulation.Research on rural households that have flowed into rural areas is mainly based on surveys conducted in multiple townships in Henan Province.Through research on farmers,it can be concluded what kind of factors can have a positive impact on the circulation of agricultural land, thus laying the foundation for the formulation of relevant policies. The research on village committees is mainly the role played by village committees in the circulation of agricultural land. The role of village committees in the circulation of farmland is analyzed through interviews and questionnaire surveys.Through analysis, the village committee can correctly handle its own role in the transfer of agricultural land and how to play its own positive role.Based on the above analysis,a game analysis of interests has been conducted between rural households that have flowed into rural areas, farmer households that have flowed out of rural areas, and village committees. The game analysis of the interests of rural households flowing into agricultural land and rural households outflowing from rural areas is mainly based on the game that arises from the fact that agricultural lands have different importance for the transfer of the two sides and the resulting expected land rent is also different. The game analysis of the benefits between the rural households and the village committees is an analysis of whether the village committee participates in the transfer of agricultural land and whether the farmer households have flowed out of farmland. The game analysis of the interests of rural households and the village committees involved in the transfer of rural households is a violation of the contract and whether the village committee conducted investigations. From the above analysis,we can find out how each participating entity can choose to maximize its own benefits.
