| After more than 20 years of development and accumulation,national high-tech zone has begun to enter innovation-driven development strategy of "three entrepreneurship" stage,its development course reflect the innovation and development of our country's economy and society.Under the background of economic change in global change,global technology and the new normal economy in our country,adapting to the requirements of country's economic transformation,driving by factors drive towards innovation and the strategic of constructing innovative countries,national high-tech zone comprehensively deepen the reform and keep step with each development strategy of the country and shoulder the mission of leading the national economic innovation and development.The technological innovation capability and spillover affect the implementation effect of national innovation-driven development.In recent years,the national high-tech zone,as an engine of the development of Chinese science and technology innovation,the economy is rapidly increasing,but the technology spillover effect is not obvious,the difference of the regional development is larger.National high-tech zone are confronted with dual pattern of "high elasticity,high economic growth and low technical innovation",deviating from the essence of the construction of national high-tech zone.Based on the theory of Marx's collaboration,productivity-production-production relations,the innovation of Marx's economics,the theory of "technology-economy paradigm" of Perez,the article build model and the index system of technology innovation,using the Eviews6.0 and SPSS principal component analysis method to measure the agglomeration economy effect of national high-tech zone and national high-tech zone technological innovation ability,the spillover effect of nationalhigh-tech zone relating to high-tech industry.The following conclusions are obtained through analysis and research.First,while the technology innovation spillover effect of some provincial national high-tech zone to high-tech industry is significant,but national high-tech zone overall's technology innovation spillovers advantage has not been revealed.Second,in general,the technological innovation spillover effect is decreasing along the area of northeast-central-western-east.Compared with the national high-tech zone with higher level economic development,perfecter market system,the national high-tech zone with low level and weaken market system and economic foundation get faster development,because its economic rise space and development potential is bigger.Therefore,the state should plan rationally and promote balanced development of the region.Third,from the provincial level,compared with the national high-tech zone in the central,west and northeast area,the high-tech zone technological innovation ability,the innovation synergy effect of national high-tech zone relating to high-tech industry overall is stronger.The technological innovation ability,the innovation synergy effect of national high-tech zone relating to high-tech industry of four regions are decreasing along the eastern-northeast-central-western regions.Fourth,according to the strength of spillover effect of technology innovation,technology innovation ability and the coordinated growth of technological innovation effect,in this paper,We divided the models of technology innovation spillover effect of 28 provincial national high-tech zone into eight categories: positive spillover and high capacity and high synergy,positive spillover and high capacity and low synergy,positive spillover and low capacity and high synergy,positive spillover and low capacity and low synergy,negative spillover and high capacity and high synergy,negative spillover and high capacity and low high synergy,negative spillover and low capacity and high synergy,negative spillover and low capacity and low synergy,It provides some theoretical basis for the differentiation development strategy of national high-tech zone. |
