With the rapid development of Chinese new urbanization,township merging work continues to be conducted in an orderly manner.Merged small towns is a"product left over" after the townships merging,and attracted the attention of scholars because of a lot of problems in its development.Through systematic analysis,the full text attempts to answer the following questions: What problems have been withdrawn from the development of townships? What are the favorable conditions? How to develop in the context of the development philosophy of the current featured towns and Rural-revitalization Strategy? Studying these issues not only has theoretical significance for the academic continuation of the merged small towns,but also has high practical value.This paper studies the above problems from the macro level,and combines with the investigation of Qian Town in Nantong,and makes an empirical research on the proposed research ideas.The main contents of this paper are as follows:First of all,in terms of problem analysis,clarifying the core issue of "withdrawal" of townships lies in the decline of the administrative level of resource allocation authority.It also elaborates on its specific problems from multiple perspectives,such as declining authority and management dilemmas,business recession and economic malaise,idle resources and landscape degradation,population outflows and conflicts of interest.Secondly,in terms of favorable conditions and development strategies,based on the characteristics of the merged small towns,the favorable conditions for its development are sorted out in terms of "land resources,functional orientation,industrial development,surrounding environment,development paths,and development planning".And for these six aspects,the strategies of merged small towns are proposed,that is,to build a strategy system for the development of merged small towns from a macro perspective.Finally,following the logical line of "problem analysis — advantageous conditions—development strategy" in the previous article,and specifically discussing the case Qian Town,It is not only the verification of the proposed analysis thought,but also the practical significance of the article,in order to make the Qian Town out of the dilemma and provide reference for the development of other merged small towns.
