Study On The Problems And Count Ermeasures Of The Implementatio N Of Targeted Poverty Alleviation In Hainan Province

Taking targeted measures in poverty alleviation is the guarantee for building a moderately prosperous society in all aspects and for the realization of the greatest Chinese Dream of the Chinese people.President Xi Jinping pointed out in the report on the 19th National Congress:"We must resolutely win the battle against poverty.We should implement targeted poverty reduction and alleviation measures.We will pay particular attention to helping people increase confidence in their own ability to lift themselves out of poverty and see that they can access the education they need to do so.We will provide focused assistance to areas of extreme poverty.We must ensure that by the year 2020,all rural residents living below the current poverty line have been lifted out of poverty.Poverty alleviation should reach those who truly need it and deliver genuine outcomes." It is getting closer to reach the goal of taking targeted measures in poverty alleviation and Hainan Province has also entered a stage of hardship and difficulty.Correcting the problems in the implementation of targeted measures in poverty alleviation in Hainan Province and promoting the realization of the policy objectives undoubtedly have important theoretical and practical significance.This article uses the implementation of targeted measures in poverty alleviation in Danzhou city of Hainan Province as the research object and takes Smith Policy Implementation Process Pattern and Horn-Meter Model as the main theoretical basis.The article conducts field surveys and interviews to investigate the implementation of targeted measures in poverty alleviation in Danzhou city.The author finds that Danzhou's poverty alleviation Policy has achieved good poverty alleviation effects in the implementation process and has helped some poverty-stricken people reach a stable level of poverty reduction,and production and living conditions have been effectively improved.The industrial structure has been further optimized and the overall quality of life has been improved.However,Danzhou city still has some problems in the implementation of the targeted measures in poverty alleviation.The policy implementation entity lacks grassroots working experience,and the unclear right and responsibility has led to the imprecise implementation of the targeted measures in poverty alleviation.There are also problems with the implementation due to the low level of quality of the target people.At the same time,there are still problems in the policy implementation system due to the policy executives' improper use of policy implementation resources.In response to the problems in the implementation of targeted measures in poverty alleviation in Danzhou City and the causes of the problems,combined with the overall implementation of the targeted measures in poverty alleviation in Hainan Province,this article provides advice to promote the realization of the goal of lifting all rural residents living below the current poverty line out of poverty in the following aspects:policy implementation subject,the object of policy implementation,the use of policy implementation resources,and the promotion of supervision and feedback mechanism.
