The 19th CPCN National Congress has come to a successful conclusion.The report has pointed out that it was necessary to complete the work of demarcating three control lines for the ecological protection red line,permanent basic farmland and urban development boundary,which accelerated the development of intensive land use in China.At present Hubei Province is fighting the toughest battle in socio-economic development,the series of land supply and demand conflicts caused by rapid urbanization and industrialization are becoming increasingly severe.It is burning to determine a advisable land use plan,not only to maintain the red line of farmland,to ensure national food security,but also to promote the intensive use of regional construction land to promote economic-socio coordination development.Therefore,a quantitative study of the measurement and evaluation of the level of land intensive use is of great significance in the development of various types of land use planning,the optimization and upgrading of urban and rural land use structures and spatial layout,and fully promoting rural vitalization strategies and rural-urban reconciled development.Urbanization connects the town at one end and the countryside at the other,the issue of supply and demand between urban and rural construction land has always been an important link in the contradiction between supply and demand of land in China.From the policy of "linking the increase and decrease of the construction land use in urban and rural areas" put forward by the State Council in 2004,to the establishment of unified construction land market between urban and rural,being strict to control the urban and rural construction land boundaries proposed in the report of the 19th National Congress,they all show that the CPC has paid high attention to the intensified use of urban and rural construction land.Under this background,it takes rural farmland and urban construction land as research objects,takes the land use and socio-economic data of 2010 and 2015 in 82 counties in Hubei Province as an example to the empirical study.First,calculating the comprehensive index of the intensive use of rural residential land and urban construction land quantitatively.Second,constructing the coupling coordination model the two systems to explore the degree of coupling and spatial correlation between the two types of land use.Finally,giving some countermeasures based on the results.The results showed that the intensive use of rural residential areas and urban construction land in Hubei Province was still at a low level,and the harmonious development in urban and rural areas has not been achieved;the overall level of intensive use of rural residential land was relatively poor;the intensive use of urban construction land has grown faster,and was better than the intensive use of farmland;a certain agglomeration feature in space were shown,and the correlation was increasing;the high value agglomeration areas were expanding,which showed mutual promoting effect between them;the overall level of coupling and coordination development of the two subsystems was not high,most areas were in the antagonistic and running-in phases,but tending to be optimized gradually;the coupling and coordination level has spatial agglomeration characteristics,and the agglomeration characteristics have been significantly enhanced in the past five years.
