Research On The Industrial Transformation Of Resource-based Cities In Heilongjiang Province Based On The "Resource Curse" Area

Rich natural resources have long been considered as an important promoting factor to economic development.However,in many resource-rich countries and regions,there has been a phenomenon of economic growth being slow or even stagnant which is called the “Resource Curse”.Heilongjiang Province is one of China's old industrial bases,rich in natural resources such as petroleum,coal and timber.There are 9 resource-based cities in 13 prefecture-level cities,and the number of resource-based cities ranks first in the country.In the 1990 s,the resource development of resource-based cities in Heilongjiang Province tended to mature or even declined and a “Resource Curse” phenomenon appeared.Therefore,based on the perspective of “Resource Curse”,the article analyzes and studies the industrial transformation of resource-based cities in Heilongjiang Province which is of great significance for promoting the sustainable development of resource-based cities.On the basis of defining the concept of resource-based cities,“Resource Curse” and industrial transformation models,this article first uses inductive method to summarize the status quo of resource-based cities and industrial transformation in Heilongjiang Province,divides the resource-based cities into different “Resource Curse” district by measuring the “Resource Curse” coefficient,and further proposes three industrial transformation goals in the “Resource Curse” zone.Secondly,this article uses the entropy method to measure the index of intra-industry transition,the index ofinter-industry transition,and industrial transition of index of sample cities in different “Resource Curse” regions in Heilongjiang Province,and constructs a time series model to conduct empirical research on the causes of industrial transformation.Thirdly,it summarizes the impact factors of the industrial transformation model of resource-based cities in Heilongjiang Province,and puts forward the industrial extension model,industry update mode and industrial compound mode,then uses mathematical decision-making methods to quantify the impact factors and selects industrial transformation mode for sample cities in the “Resource Curse” zone on the basis of the assignment result.Finally,based on the conclusion of the above research and combined with the major problems of the industrial transformation of the “Resource Curse” of Heilongjiang Province,the article proposes implementing countermeasures from three angles: capital,technology,and talent to promote the industrial transformation of resource-based cities in the “Resource Curse” region of Heilongjiang Province.
