In recent years,to achieve transformation and upgrading of industrial structure,improve the quality of economic development,the eastern region implement the policy of "vacate basket change a bird",at the same time,central region become the eastern industrial transfer preferred area,because of its excellent geographical location and convenient traffic conditions,good infrastructure and low comprehensive cost advantage,the support of the national regional development strategy.There are large-scale,cluster-type transfer characteristics,which appear in the process of transferring from the eastern region to the central and western regions.There are a series of questions,enterprise will form cluster again in undertaking place,re-agglomeration will produce what kind of effect,and the effect on the level of economic development and regional innovation should play a positive role.Firstly,the paper explains the related concepts,such as re-localization and externalities,and summarizes the research status and research types of domestic and international studies about the effects of re-localization of enterprises.On the basis of this,it puts forward that "Re-localization is a process that enterprise adjust the structure dynamically,reintegrate resources and information,move from one region to another,and co-evolution with the government and the environment",and it also discusses the evolution mechanism of enterprise re-localization.It is believed that the process of re-localization of enterprises is the process of government's induction of enterprises,enterprises' recognition of government and the feedback process of industrial environment.Secondly,taking the industrial transfer demonstration region in cities along the Yangtze River of Anhui(hereinafter referred to as Wanjiang demonstration area)as an example,from both theoretical and empirical aspects,this paper analyzed and measured the process and degree of re-localization of enterprises in the region.What's more,this paper analyzed the industry types of the re-localization enterprises,which are consistent with the industry policy supporting key industries of Wanjiang demonstration area.To make the present situation of industrial agglomeration in Wanjiang demonstration area more obviously,this paper used GIS drawing tool.It is concluded that there is a high degree of concentration of service industry or both manufacturing and service industry converge in regions where with high economic development level.Thirdly,based on analyzing variable and distribution characteristics of the externalities in this area,this paper found that the relationship between static externalities and dynamic externalities on regional economic development and regional innovation,through empirical analysis of the manufacturing and service industries in Wanjiang demonstration area,from the perspectives of externalities.Besides,this paper compared the effect of re-localization after demonstration area established with before.Analysis showed that static externalities and dynamic externalities have a nonlinear effect on regional economic development level and regional innovation,and the re-localization effect of enterprises on regional economic development level and regional innovation level is more prominent after demonstration area established than before.Finally,according to the main conclusions from previous empirical analysis,this paper put forward some suggestions on the construction of Wanjiang demonstration area,from the perspectives of constructing demonstration area,guiding industrial agglomeration,exerting externalities effect,and supporting wage manpower.
