Study On The Policy Effectiveness Of Industrial Transfer Demonstration Region Of The City-Cluster Along The Yangtze River In Anhui Province

The city-cluster along the Yangtze River in Anhui province is located in the centralChina, adjacent to the Yangtze River and Jiangsu province, Zhejiang province, Shanghaiand other places, has a superior geographical advantage and good industrial foundation.It has been four years Since Industrial Transfer Demonstration Region of theCity-Cluster along the Yangtze River in Anhui Province officially established in January12,2010. During this period, Wanjiang demonstration region has obtained theremarkable effect to undertake industrial transfer, economy increase was obvious,industrial structure and regional division of labor was increasingly reasonable,production city integration, the living environment was better and better. The brandbenefits of demonstration area are highlighted. These results have benefited from anumber of policy support and implement. In order to promote rapid, healthy andsustainable development of the Wanjiang demonstration region, it is necessary to putWanjiang demonstration area to measure the effectiveness of policies in order toimprove the policy scientific and relevance. Therefore, the study of the policyeffectiveness of Wanjiang demonstration area has important theoretical and practicalsignificance.This article selects data envelopment analysis (DEA) method of the statisticalanalysis methods to measure and evaluate the policy effectiveness of Wanjiangdemonstration area, mainly uses the CRS model and VRS model. There are fourefficiency values of policy which were involved in this study, which is the overallefficiency, comprehensive efficiency, and pure efficiency, as well as scale efficiency.According to the characteristics of the Wanjiang demonstration area, we constructed theindex system of policy input and policy output, then take system analysis on the overallefficiency of Wanjiang demonstration area, the excessive of policy input and insufficientof output, the scale efficiency, the sensitivity of policy input, and other aspects,respectively. On this basis, put forward some policy recommendations about improvingthe policy effectiveness of Wanjiang demonstration area. The analysis results show that,the overall efficiency of policy of Wanjiang demonstration area was inefficiency in2011and2012, some policy indexes has excessive input and insufficient output. Therefore,the overall scale of policy input should be reduced moderately, and the quantities ofsome policy input also should be reduced moderately. The overall efficiency of policy of some cities was inefficiency, so their overall input scale should be adjustedmoderately.
