Trade Facilitation In China,Mongolia And Russia And Its Impact On China's Exports To Russia And Mongolia

China?Mongolia and Russia are members of the world trade organization,to carry out foreign trade in the existing WTO rules and regulations,with the further improvement of the trade rules of WTO,Mongolia and Russia bilateral,multilateral and regional economic cooperation to further strengthen the open field to further expand the influence of traditional tariff and non-tariff barriers to second part of the paper mainly discusses the definition of trade facilitation and the theoretical basis of its compliance.Facilitation belongs to a new field of research under the framework of international multilateral trade.If trade liberalization is to increase trade efficiency and promote trade development by reducing tariffs and eliminating trade barriers,then trade facilitation is to infrastructure.The positive factors that affect the Sino Russian trade status include good political relations,good economic cooperation foundation and so on.Negative factors include imperfect bilateral trade system,artful service field and single commodity structure.The third chapter of the article analyzes the current situation of China,Mongolia and Russia and the positive and negative infrastructure environment,customs environment,financial environment,policy environment and information environment of 5 indexes and the quality of highway and railway transport infrastructure quality 14 two level index.The greater the weight of the one or two level index,the higher the degree of trade facilitation represented by the analytic hierarchy process.According to the two level index weight,combined with the actual data,using weighted method to obtain the TFI index to measure the Mongolia and Russia trade facilitation degree(Trade Facilitation Index).Then TFI and 5 level indicators as independent variables,with GDP,the population,the tariff level into the gravity model,the contribution of the empirical analysis of trade facilitation in Mongolia and Russia export trade.The sixth part of the paper puts forward some suggestions on how to improve China's export trade facilitation.First,improve the environmental efficiency,implementation of the customs business "intelligent";second,strengthening infrastructure construction,optimize infrastructure services;third,improve the policy environment,policy and system innovation;fourth,actively promote information technology,realize the transformation and upgrading of trade facilitation;fifth,actively participate in the negotiation of trade facilitation,strengthening trade facilitation international
