Research On The Improvement Of Agricultural Science And Technology Innovation System In Henan Province—based On The Construction Of Modern Agricultural Science And Technology Demonstration Area In Central Plains

The 18 th CPC National Congress proposed to vigorously implement the innovation-driven development strategy.To implement the spirit of the Central Committee,the Henan Provincial Party Committee and Provincial Government proposed to focus on building a provincial agricultural science and technology innovation system,actively strive for the national agricultural regional science and technology innovation center,and continuously promote the independence of Henan Province.The ability to innovate,while enhancing the ability of independent innovation,urgently needs to improve the agricultural science and technology innovation system.The contribution rate of agricultural science and technology progress in Henan Province is relatively low,and the current operating efficiency of agricultural science and technology innovation system is not high enough.Therefore,it is urgent to improve the agricultural science and technology innovation system in Henan Province.In September 2015,the Ministry of Science and Technology formally approved Henan Province's "Zhongyuan Modern Agricultural Science and Technology Demonstration Zone" as the first batch of state-level modern agricultural science and technology demonstration zones.The construction of demonstration zones not only provided a large number of favorable conditions for the improvement of the agricultural science and technology innovation system in Henan Province.It also brought new opportunities for the development of the agricultural science and technology innovation system in Henan Province.This article is divided into three parts.The first part starts with the national macroeconomic policy and the actual development of agricultural science and technology innovation in Henan Province,and conducts field research on the agricultural science and technology parks in 10 prefectures with relatively concentrated scientific and technological resources and industrialized advantages in Henan Province.The current situation of the agricultural science and technology innovation system in Henan Province was discussed,and the specific problems existing in the operation of the agricultural science and technology innovation system in Henan Province were deeply considered.It was found that the investment in the agricultural science and technology innovation funds in Henan Province was not sufficiently ensured,and the dominant position of technological innovation in agricultural enterprises was not prominent.Cooperation innovation needs to be deepened,lack of technology promotion and application,lack of personnel development and training,and inadequate policy incentive guidance.The second part explores the mechanism of the improvement of the agricultural science and technology innovation system in Henan Province through the exploration of the construction planning of the demonstration area and the exploration of the construction of the Zhongyuan Modern Agricultural Science and Technology Demonstration Zone from four aspects of science and technology finance,institutional mechanisms,information technology and integration of the three industries.The third part draws on the advantages and favorable conditions for the construction of the demonstration zone,combines the development status of the agricultural science and technology innovation system in Henan Province,and proposes a series of measures to improve the agricultural science and technology innovation system in Henan Province.Input,strengthen the reform of mechanism and system,strengthen the promotion of information technology and promote the integration of the three industries.Through this study,it is expected to provide theoretical support and practical experience for the improvement of the provincial agricultural science and technology innovation system,and provide a theoretical reference for Henan provincial government policy decision-making.
