The foundation of the national economy is agriculture.Henan province is one of the biggest agricultural province.For the limited resources of agricultural production,we must rely on technological innovation to achieve agricultural development.However,the agricultural foundation of Henan Province is relatively weak.Compared with the developed countries,there are obvious shortages of innovation capabilities of agricultural science and technology in Henan Province.There is also a large gap in the investment in capital and manpower.Therefore,studying on the current level of innovation capacity and efficiency of agricultural science and technology and understanding the relationship between the innovation capacity and efficiency of agricultural science and technology in Henan Province is significant for improving the output ratio of agriculture and ensuring food security.At the begining,this paper constructs the innovation capability index system of agricultural science and technology on the basis of collating relevant theories and literatures.Besides,we also study the statistical data of Henan Province from 2014 to 2017 with factor analysis method.According to the research results,the level of innovation capability is evaluated.Then,we analyze the innovation efficiency of agricultural science and technology in Henan Province from 2014 to 2016 by the super-efficient SBM model.And we analyze the changes of the total factor productivity of innovation of agricultural science and technology in Henan Province with the the method of Malquist index to explore the problems and influencing factors.Then,we evaluate the coordination ability of innovation ability and efficiency of agricultural science and technology based on in grey model.There are some conclusions we have got.First,the development of innovation ability of agricultural science and technology in various cities is uneven,and there is a large distance in different cities.Second,the level of different cities of innovation of agricultural science and technology efficiency is different.There is no necessary connection between innovation efficiency of agricultural science and technology and economic development level.The innovation efficiency of agricultural science and technology is mainly related to the rational allocation of innovation resources.Third,the total factor productivity showed fluctuations,but the situation of overall was rising.Among them,the technological progress has promoted the total factor productivity,and the pure technical efficiency and scale efficiency have jointly restricted the growth of total factor productivity of innovation of agricultural science and technology.Fourth,from a regional perspective,the improvement of total factor productivity is mainly due to the improvement of technological progress and the improvement of pure technical efficiency.The progress of technological of Nanyang,Zhumadian,Xinyang,Zhoukou,Shangqiu and Sanmenxia has declined.The pure efficiency of technology of Xuchang,Pingdingshan and Xinxiang fell.The scale efficiency of some cities decreased,such as Jiaozuo,Puyang,Jiyuan,Zhoukou and Kaifeng.Fifty,the cities with low coordinated level is much.The relationship of innovation capability and efficiency is small in some cities.The innovation benefit factor of agricultural science and technology is most closely related to the innovation efficiency of agricultural science and technology.The correlation between the innovation foundation factors of innovation of agricultural science and technology and innovation efficiency is increasing.Tthe correlation between the investment of agricultural science and technology and innovation efficiency is stable relatively.It puts forward some suggestions to improve the level of innovation of agricultural science and technology basing on the above study and combing with the actual situation.For exemple,build an effective incentive mechanism for researchers;promote cooperation and innovation in trans-regional cities;strengthen the infrastructure construction of agricultural;improve the comprehensive quality of farmer.
