The Research On Management Optimization Of S City's Urban Comprehensive Pipe Corridor PPP Project

In order to solve the problems such as the heavy rain waterlogging,pipeline leak explosion,road collapse and "road zippers",the Chinese government began to practice the urban comprehensive pipe corridor in 2013.The PPP mode was introduced into the urban comprehensive pipe corridor in 2015 so as to relieve the financing pressure of the government.Although the organic combination of PPP mode and the urban comprehensive pipe corridor has both theoretical and practical feasibility,but the construction of PPP mode in China's urban comprehensive pipe corridor is still in the initial stage and gradually revealed some management problems in practice:lack of unified system,norms and standards,unclear rights and responsibilities among the participants and so on.Besides,the research on the urban comprehensive pipe corridor under PPP mode is still at the beginning stage of exploration in China.Therefore,the research on the problems in the management process of the urban comprehensive pipe corridor under the PPP mode has practical guiding value and theoretical significance.In this paper,combined with the actual case of the urban comprehensive pipe corridor under PPP mode of city S,we analyzed the existing management problem of the PPP project of city S and put forward the optimization suggestion on the basis of literature research.In the process of literature research,this paper sorted out the concept and connotation of PPP mode,the urban comprehensive pipe corridor and the urban comprehensive pipe corridor under PPP mode;introduced several theoretical foundations of PPP mode applied to city comprehensive pipe corridor project:the government failure theory,the principal-agent theory,the new public management theory and the corporate social responsibility theory;and introduced the research status of the urban comprehensive pipe corridor under PPP mode at home and abroad.Then,this paper introduced the PPP of S city from seven aspects of the background of the project,the content and scale of the construction,the scope of cooperation,methods and duration,function division of labor,investment and financing structure,return mechanism,fund payment and financial budget.In the process of case analysis,this paper found that the urban comprehensive pipe corridor PPP project of S city has the following three management problems:firstly,the problem of imperfect process,including no definite project schedule is planned during the preparation stage and no value for money analysis is made during the preparation stag.Secondly,the problem of unclear rights and responsibilities,including no clear distinction between the PPP project of S city and the existing project of winning social capital,the interpretation of some terms "other circumstances" in the contract is lacking in examples and detailed provisions and there is irrationality in the allocation of risk.Finally,the problems of lack of standard system and rule limitation,including the feasibility certification units should be improved at the qualification level and the project is difficult to be negotiated with the government.Finally,aiming at the three problems of PPP project in S city,this paper puts forward some optimization suggestions from four aspects of process optimization,power responsibility optimization and standard and system optimization.
