Circular economy is a model of economic growth,the core of which are resource conservation and recycling,and it pursues sustainable development of resources.China is a big appliance-consuming country,and it has entered a peak period of electrical and electronic equipment scrapping after years of accumulation of consumption,and the quantities of waste electrical and electronic equipment(WEEE)are rising sharply.However,WEEE contained many recycled resources,which not only can conducive to reducing the pressure of the acquisition of resources in China but also can reduce the damage to the ecological environment and human health if them could have a reasonable dispose of recycled utilization.Reverse logistics provides an effective guarantee for realization of this goal and thus it is necessary to establish a scientific and reasonable reverse logistics system for WEEE,which is conducive to the integral unity of economic value,social value and environmental value.Based on the theory of circular economy and reverse logistics,this paper defined the connotation of the reverse logistics of WEEE based on the circular economy and established the necessary theoretical and conceptual model for the model in reverse logistics system of WEEE.In the research of reverse logistics system construction,the logistics mode selection,logistics network,and the cost analysis were be considered as main research objectives.According to the difference of recycling and processing of WEEE,reverse logistics mode can be divided into independent mode,joint mode and third-party mode,which were compared and analyzed based on different index,and the AHP(Analytic Hierarchy Process)was used to select logistics mode for the enterprise.The cost of reverse logistics of WEEE covers a wide range,which can be divided into four categories: recycled cost,recovery cost,logistics activity cost,and environment damage cost according to recycling process of WEEE in this paper.Based on cost calculation models,the mixed-integer programming mode for reverse logistics network optimization of WEEE was established and take the actual situation of enterprise as an example to carry out a case study of reverse logistics network optimization.The final circular economic effect of reverse logistics network optimization of WEEE can be evaluated through establishing the recycling efficiency evaluation model,and the results show that improving the operational capability of logistics facilities can improve the circular economy effect of enterprise effectively.Finally,some suggestions for the sustainable development of WEEE reverse logistics are proposed for the stakeholders in reverse logistics activities of WEEE.Through the analysis of combining the theory of circular economy and reverse logistics,the construction model of the WEEE reverse logistics system was established.It is hoped that the paper can provide the research basis for the recycling and circular economic effect evaluation of WEEE in the part of reverse logistics system in China,aiming to promote the construction and development of resource recycling industry,and protect the ecological environment and save energy.
