| Faced with the severe competition situation at home and abroad,in order to protect and promote agricultural development,optimize the adjustment of the agricultural industrial structure,increase the comprehensive agricultural production capacity,and increase the comprehensive output benefits of agriculture,the state began to invest a special amount of financial funds for comprehensive agricultural development in 1987.After nearly 30 years of vigorous development,the economic,social,and ecological benefits of the project area have been significant,and farmers' income has increased substantially.However,in the process of comprehensive agricultural development in the past,the government still had many problems in the process of management and development,which restricted the sustainable and healthy development of China's agriculture in a large extent.This thesis takes the chart analysis,the theoretical analysis,the data comparison and other methods,and conducts an empirical research on the Agricultural Comprehensive Development management in Zhengzhou City.The Agricultural Comprehensive Development in Zhengzhou City has achieved outstanding results.During the 12 th Five-Year Plan period,a total of 655,000 mu of land treatment projects were constructed and 92 industrialized operation projects were supported.The total accumulated investment was approximately 1.3 billion yuan.New and improved 361,100 mu irrigated area,added 296,600 mu of water-saving irrigation area,saved 18.79 million cubic meters of water,increased forest protection net area of 118,700 mu,and the area of high-quality agricultural products was 244,000 mu.The Agricultural Comprehensive Development management in Zhengzhou City existed the main problems are the bottleneck in the sustainable development of the project,the unscientific development of the supporting target,the inadequate management and management of the project,the incomplete project management,the difficulty in the implementation of fundraising and investment;the main reasons for the problems,the mode of project development cannot meet the needs of agricultural modernization,and policy guidance.cannot enough place,the management and protection system is not sound enough,the management mechanism is not perfect,and the investment mode of the project is relatively single.The following suggestions are made to strengthen and improve the comprehensive management of agricultural development in Zhengzhou: First,we must innovate the development model for Agricultural Comprehensive Development projects,shorten the quality of the old projects and the number of years of renovation,raise investment standards for project construction,encourage circulation after development,and do a good job in agriculture and rural areas.The organic combination of development projects will focus on science and technology promotion funds to increase the scientific and technological content of the project.Second,it will strengthen policy guidance for the mainstay of agricultural operations and special industries,guide and support the development of leading agricultural enterprises,agricultural cooperative organizations,and family farms,and guide featured industrial projects.The third is to improve the project management and protection system,strengthen the awareness of management and protection,implement the right to management and protection of responsibilities,innovate management methods,and improve the assessment system;Fourth,we must improve the comprehensive management mechanism of agriculture,and accurately position the government management functions,improve the project.planning assessment system,improve the project supervision system,and improve the project acceptance system;Fifth,we must broaden financing channels for Agricultural Comprehensive Development projects,attract bank loans,promote industrial development,guide social capital,adjust industrial structure,establish financing guarantee companies,and ease agricultural enterprises financing difficulties. |
