Comprehensive agricultural development is one of the important measures for China toensure sustainable and stable development of agriculture and improvement of farmers’ livingstandards, and a strategic measure to steadily improve the overall agricultural productioncapacity, protect the material basis for long-term security of national food, give publicfinancial support, protect agricultural development, improve agricultural resourceutilization, optimize the structure of agriculture to improve agricultural production capacity,and achieve sustainable development of agriculture. The low and medium-yield farmlandrenovation project management in the comprehensive agricultural development is animportant part of the comprehensive agricultural development. It is the key to ensuring thequality of the implementation of comprehensive agricultural development projects, and it isan integral part of comprehensive agricultural development projects.This paper focuses on the renovation project management of low and medium-yieldfarmland in the comprehensive agricultural development of Jilin Province. It takes therenovation project of low and medium-yield farmland in the comprehensive agriculturaldevelopment of Lishu County as a case study, and, from both theoretical and practicalperspective, it analyzes the social, economic and eco-benefit issues in the renovation projectof low and medium-yield farmland in the comprehensive agricultural development in JilinProvince, in particular, the influencing factors in the project management. Firstly, it startsfrom the basic concepts of comprehensive agricultural development, defines suchfundamental concepts as comprehensive agricultural development, comprehensiveagricultural development projects and project management, and proposes the contents ofproject management, characteristics and classification. Then, it sums up various successfulexperience and practices in developed countries for agricultural development as well asinspirations and references for the comprehensive development of agriculture in China,which can be referred to in future project funding, project development and projectmanagement. Next, it takes the low and medium-yield farmland in the comprehensiveagricultural development in Lishu County of Jilin Province as an empirical case, focuses onproject investment, project implementation, project management, etc. in the analyses ofsocial, economic and ecological benefits. Finally, based on the results of the empiricalanalyses, it points out existing problems of the management of the low and medium-yieldfarmland in the comprehensive agricultural development in Jilin Province, and makesanalyses of the causes to the problems. In view of the current situations, it puts forward some rationalization proposals to the renovation project management of the low and medium-yieldfarmland in the comprehensive agricultural development of Jilin Province, and proposes thatJilin Province should promote the healthy and sustainable development of the low andmedium-yield farmland in the comprehensive agricultural development in Jilin Province bymeans of devoting greater efforts, solving the self-financing problem, strengthening projectpreparations, project implementation and project management, etc.
