In the past 26 years, the scale of agricult ural comprehensive exploitation is increasingly expanding, which made great contributions to increased agricultural production, increased income for farmers and rural area’s prosperity.Heilongjiang province takes the responsibility of pilot mis sion of the State Council to integrate agricultural capital, making use of the good opportunity of two plains’ experiment of modern agricultural supporting reform, studying real pro blems existing in project management of agricultural comprehens ive exploitation, exploring the new ways to accelerate the tr ansformation of modern agriculture for the whole province. Aft er doing that, we may put forward actual strategies to give strong impulse for speedy development of agriculture.The article trims current related research at home and ab road. What’s more, the article frames the project management at length according to four stages of project management. It performed a deep analysis of project management on the basi s of its stages and levels combing Heilongjiang Province’s a ctual development with the analysis. From perspectives of all three, including, improving rules for the project, strength ening project and fund management, inspection and supervision, it also gives some good suggestions for establishing sound laws and regulations for agricultural comprehensive exploitation, establishing formal project report rules, making Agricultural Development Office to be put in good use, developing a wid e range of exploitation mode, promoting agricultural capital i ntegration, enforcing the supervision of calling for bids and entering bids, carrying out the rules of monitoring system for projects, intensifying risk management systems, etc. Thus, we can speed up the development of agricultural comprehensiv e exploitation of Heilongjiang Province and push the developme ntal process of modern agriculture of our province.
