As a unique traditional export product of China,traditional Chinese medicine is rich in resources,and has a huge capacity in the domestic and international markets.It is an everlasting sunrise industry.As the country's national treasure,Chinese medicine has always been one of the country's key supporting industries.After 2008,the state finance increased its support for traditional Chinese medicine,and the National Development and Reform Commission identified traditional Chinese medicine as one of the three major areas of funding.In 2016,in order to implement the Vision and Action for Promoting the Joint Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road,strengthen exchanges and cooperation with countries along the "One Belt and One Road" in the field of Chinese medicine(including ethnic medicine),create a New Pattern of Openness of Chinese Medicine in an All-Round Way,The State Administration of Traditional Chinese Medicine and the National Development and Reform Commission jointly issued the "One Belt and One Road " Development Plan for Chinese Medicine(2016-2020),which stipulates that by 2020,a new pattern of all-round cooperation in the "One Belt and One Road" initiative of TCM will basically take shape.The countries along the line have cooperated to build 30 overseas centers for Chinese medicine,promulgated 20 international standards for Chinese medicine,registered 100 kinds of Chinese medicine products,and built 50 demonstration and bases for the exchange and cooperation of Chinese medicine.During the 19th National Congress of the Communist Party of China,Chairman Xi Jinping proposed in the chapter of the 19th National Congress"Implementing a Healthy China Strategy".He insisted that we should pay equal attention to the both Chinese and Western medicine and keep development oftraditional Chinese medicine.At present,China's traditional Chinese medicine industry is gradually taking the road to recovery with its own advantages.This article first combs the researchof domestic and foreign scholars,and lays a theoretical foundation for empirical analysis.Through the descriptive statistical analysis of the status quo of Chinese medicine exports in countries along the "One Belt and One Road" initiative,and summarizing the opportunities and challenges brought by the "One Beltand One Road" initiative for China's traditional Chinese medicine exports.This article explores the practical significance of thepotential of China's traditional Chinese medicine export trade in this era.Then,using the three indicators RCA,TCand RC,which reflect the international competitiveness of products,qualitatively analyzes the advantages of Chinese medicine exports.Finally,the stochastic frontier gravity model was introduced for the corresponding metrological analysis.In the empirical analysis,this paper used the panel data of Chinese medicine export from 2004 to 2016 in 15 countries and regions along the"One Belt and One Road",and 15 countries and regions not along the "One Belt and One Road".Based on the traditional gravitational model,the cultural distance and Government efficiency,freedom of trade,stability of the political environment,and other obstacles to trade barriers are used to trade barriers model.Through a layer of maximum likelihood test,we determined the final model,and made the total level and product level trade Potential analysis,the main empirical results are as follows:(1)It is proved that the impact of the overall trade barrier will gradually decrease over time,when time-varying tests are.performed;(2)At the total level,the trade efficiency along the "One Belt and One Road"is not high along the line and the non-alongside.The former is always below 50%,the latter is between 50%and 60%.Both regions are basically showing an upward trend.There is still great trade potential and room for expansion;(3)At the product level,although the trade efficiency of Chinese herbal medicines and plant extracts is different,the general trend is similar.In different regions,the trade efficiency of planting in both regions is higher than that of Chinese herbal medicines.Exports of traditional Chinese medicines will be affected by similar trade barriers,and as a product with low added value,the influence of culture distance is not obvious;(4)The trade efficiency of non-Belt and Road countries(regions)is generally higher than that of the "One Belt and One Road",and the fluctuation is relatively small.However,the amount of China's exports of Chinese medicine along the non-"One Belt and One Road" route are relatively large,and it is a star market with relatively high trade efficiency but still large trade potential.It is still a trading partner that China cannot ignore.Finally,the paper proposed relevant policy recommendations based on empirical results.
