The issue of resources and the environment have become the key issues that affect global sustainable development.Coal-based energy consumption structure and power production structure has brought a large number of fossil energy resources consumption, induced global warming, smog and a variety of unexpected environmental problems.Environmental costs are increasingly becoming the focus of attention of business owners, shareholders, governments and other stakeholders. As one of the most basic components of the entire power industry, power generation enterprises are extremely important for the security of China's power supply and the protection of the prosperity, stability and development of the national economy. However, the thermal power-based power supply structure determines the status of high-pollution and high-emission of power plants is difficult to be changed in a short period of time.Power generation companies have to pay high environmental costs. While actively changing the mode of economic development and optimizing the power structure,China is deepening the establishment and implementation of the carbon emissions trading mechanism, which plays a guiding and supporting role in achieving the goal of energy conservation and emission reduction. As one of the main subjects of carbon trading, the environmental costs of power generation companies may change with the development of carbon trading and have a significant impact on business performance.Based on the continuous development of the carbon trading market, this paper explores the relationship between environmental costs and operating performance of power generation enterprises, and has certain theoretical and practical significance. On the basis of reading, sorting out and analyzing a large number of literatures, public reports and information of power generation enterprises, this paper defines and combs the basic concepts of environmental costs and business performance firstly, and builds an evolutionary analysis system of environmental costs for power generation enterprises based on system dynamics and excludes the environmental impact factors of power generation enterprises. The environmental cost characteristics of power generation enterprises are analyzed in detail in the next sections. This paper constructs a composite measuring index of environmental costs that takes carbon trading costs into account, and uses multivariate linear regression model to analyze the relationship between environmental costs and business performance. In the last part, based on DEA model, this paper studies the performance evaluation of power generation enterprises considering factors such as environmental costs, and analyzes the actual impact of environmental costs on output performance of power generation enterprises and puts forward improvement measures based on projection analysis. The conclusion of this paper provides some theoretic support and practical reference for the power generation enterprises to further enhance the operation performance, optimize the development of the enterprise and finally realize the low-carbon transformation.Combining with carbon trading, this paper takes the carbon trading cost into the environmental cost for the quantitative analysis. The different types of power generation companies in different life cycles of environmental costs are analysed in detail. And this paper constructs a composite evaluation index of environmental costs that takes carbon transaction costs into account and conducts a research on business performance evaluation of power generation enterprises based on factors such as environmental costs. This research has a certain degree of innovation.
