| With the development of our national economy, carbon emission is increasing progressively, and our nation has ranked first in carbon emission. Carbon Dioxide makes a significant effect on global climate; In the meantime, increasing carbon emission is threatening human survival and causing a growing amount of serious environmental issues – global warming could lead to the frequent occurrence of natural disasters, the melting of glacier, the spreading of epidemic diseases, and even the throwback of ice age as the changing of the ocean currents. At present, as the global warming and environmental destruction are growing worse, low carbon economy is the new choice,new opportunity and new challenge that our nation is facing, it is the development model of that big issue- improving environment. Power sector is both our country’s dominant industry and the key industry of carbon emission and environmental pollution, as a consequence, low carbonization of power sector is the fundament of low carbonization of other industries in our country, and it is the primary measure of addressing our current environmental issues. Power sector has serious responsibility to develop with low-carbon emission, to protect environment, and to contribute its due share to China’s low-carbon economic development. Therefore, it has practical significance to evaluate the low-carbon competitiveness of electric power enterprises and identify problems promptly.This paper analyzes the research background of the low-carbon competitiveness evaluation for electric power enterprises and the meaning of this paper, and, according to the feature of our country’s electric power enterprises, builds the low-carbon competitiveness evaluation system for electric power enterprises in four aspects that include the evaluation indicators of the electric power enterprises’ operational competency, the developmental competency, the environmental competency and the managerial competency, in which include twenty-seven indicators covering the total installed capacity, the electric energy production, and the feed-in tariff, etc; this paper also establishes the low-carbon competitiveness evaluation model for electric power enterprises based on the genetic algorithm(GA) optimized support vector machines; this paper analyzes empirically according to two chosen electric power enterprises, compares the low-carbon competitiveness evaluation values between two electric power enterprisesamong various years based on the result of the empirical analysis, analyzes the reason for the difference of low-carbon competitiveness evaluation values between two electric power enterprises in the same year and the reason for the difference of low-carbon competitiveness evaluation values in single electric power enterprise among various years, and, in the meantime, proposes related recommendations for improving the low-carbon competitiveness of electric power enterprises as well as provides experiences and references for effective development and improvement of electric power enterprises’ low-carbon competitiveness evaluation work. |
