Evaluation On The Development Level Of New Urbanization In Heilongjiang Province

New urbanization is the inevitable choice under the guidance of scientificconcept of development in our country, and is the inevitable requirement ofeconomic and social transformation, and is the only way of promoting thedevelopment of urban-rural and solving the “three rural problems”. HeilongjiangProvince is the large province of the agriculture.“Three agriculture problems” isthe problem that people always care about and the urgent question we must settle.So it is crucial that advancing new urbanization in Heilongjiang Province. And itis fundamental to evaluate the development levels of new urbanizationobjectively and reasonably for making the development strategies.On the basis of economic development requirements, this paper clears thedefinition and characteristics of new urbanization. This paper concludes andsummarizes the current urbanization situation of Heilongjiang Province fromfour aspects which are industrial structure, infrastructure, resources andenvironment, urban-rural integration. And it explores the development regularityand characteristics, and builds the evaluation system which is to calculate thedevelopment level of new urbanization of12cities in Heilongjiang Province.Through that, it reflects the problems objectively which exists in thedevelopment and puts forward practicable suggestions to further promote thedevelopment of new urbanization in Heilongjiang Province. To evaluate thedevelopment of the level of the urbanization in Heilongjiang Province objectively,the paper is based on the principles of scientific, systematic, representative,feasibility, and builds an index system initially for Heilongjiang Province. Thenbased on Heilongjiang Province in2006-2011statistical data, using SPSSsoftware for factor analysis to eliminate the poor correlation indexes, this paperfinally determines the suitable evaluation index system of new urbanization inHeilongjiang Province. Then, by using improved entropy method to determine the index weight, it evaluates the level of the urbanization of12cities inHeilongjiang Province in2011. By comparative analysis, it founds that there aresome problems: uneven development of urbanization, lack of urbanizationdynamics, imperfect infrastructure construction, lack of resources andenvironment protection, etc. Through the further study of these problems, wepropose the countermeasures to improve the level, such as, optimizationdevelopment pattern, the development of urban economy, perfecting urbanfunctions and innovation mechanism system. This can provide theoreticalguidance for Heilongjiang Province to further promote the development of newurbanization.
