Research On New-type Urbanization Efficiency Of Urban Agglomeration In The Middle Reaches Of The Yangtze River

There is a serious problem of efficiency behind the rapid development of urbanization in China.In the past,the extensive mode of development,which does not pay attention to the quality and connotation,makes the urbanization of our country face the risk of huge price and unsustainable.Therefore,the party and the government have put forward "New-type Urbanization" timely.The research on the efficiency of New-type Urbanization is a process of understanding the distribution of various input and output factors and optimizing and improving the space in the process of New-type Urbanization.By combing the connotation of New-type Urbanization and efficiency,the related theory of urbanization efficiency evaluation,the research focus and the analysis idea are clarified.Then selecting Urban Agglomeration in the Middle Reaches of the Yangtze River(UAMRYR)as the research object,which has important demonstrative significance for New-type Urbanization and regional equilibrium development in China.Based on the analysis of the development status and the connotation of input-output index system of New-type Urbanization,and the input-output data in the 2006-2015 urbanization process in the area,this paper uses including undesired output super-efficiency SBM model to calculate New-type Urbanization efficiency of UAMRYR.By analyzing the results of New-type Urbanization efficiency,the main conclusions are as follows:(1)The overall efficiency is not high.Except some specific years,the estimated New-type Urbanization efficiency value of UAMRYR in 2006-2015 is less than 1.The overall efficiency is low,and it does not reach the ideal efficiency state.(2)The efficiency loss is serious.The inefficient cities of UAMRYR have problems of efficiency loss in different types and degrees of input redundancy or insufficient output.(3)The scale efficiency is generally low.In recent years,the scale efficiency of UAMRYR is below 1,showing a serious scale inefficiency.Besides,more than half of the cities in recent years show a diminishing returns to scale.(4)The internal development is not balanced.There are big gaps in New-type Urbanization efficiency among the three urban agglomerations and the cities of each urban agglomeration.(5)The efficiency of small and medium-sized cities is high.In 2006-2015,small and medium-sized cities are the majority among New-type Urbanization efficiency always keeps efficient cities,and large cities with relatively low rates.(6)Undesired output is excess.In recent years,the undesirable indicators of New-type Urbanization,such as environmental "bad" output,of these inefficient cities in UAMRYR have been overproduced.
