As an important strategic resource, Energy is the basic factor of the development of modern social economy, plays an irreplaceable role in economic operation. Since the reform and opening up to the outside world, the level of China’s economic level has significantly increased, energy consumption is also growing. However, there is the obvious contradiction between supply and demand of energy, the problem of environment is becoming more and more serious, regional energy efficiency differences were a series of problems. In order to alleviate the domestic China serious energy and environmental issues, the government formulated a series of energy-saving emission reduction plan, but these policies in every province are all the same, every province’s energy-saving emission reduction target is not clear. Therefore, it is necessary to study the provincial differences in energy efficiency, and to develop energy-saving emission reduction targets in line with the actual situation in the region.Take the provincial energy efficiency in China as the research object, considering the differences of environmental constraints on total factor energy efficiency in China’s provinces. Firstly, compare the single factor energy efficiency and the total factor energy efficiency, study the theory and method of total factor energy efficiency evaluation based on undesirable outputs. Secondly, based on the SBM model of non expected output and super efficiency SBM model, add undesirable outputs to the super efficiency SBM model. Again, combined with the actual development situation and data, choose the different environmental pollutants as undesirable outputs to calculate three different outputs of the provincial total factor energy efficiency, analyze of provincial energy efficiency characteristics, compare the energy efficiency based on different output variables of the model. Then, consider the carbon dioxide of the provincial total factor energy efficiency with the Gini index, Theil index, mean value of logarithm estimates the provincial total factor energy efficiency differences, followed by the use of Theil index to measure regional and regional inter provincial total factor energy efficiency differences, and make the clustering analysis. Finally, according to the actual situation in the region, provide the different energy saving and emission reduction policies in different regions.Without considering the undesirable outputs effective decision making units, the provincial energy efficiency values were than that without considering the efficiency of SBM super efficiency model of undesirable output value is low, considering the sulfur dioxide and non expected output SBM super efficiency model of the efficiency value is higher than that of considering the expected output SBM super efficiency values of carbon dioxide, the study found. China’s energy efficiency value higher provinces in the eastern region, including Shanghai, Guangdong, Fujian, Yunnan, Liaoning, Anhui, Hainan, Jiangsu and other, difference is bigger, the value of efficiency is the lowest in the province are mostly located in the western region, and energy efficiency ranking with Shaanxi, Henan, Guizhou, Shanxi, Gansu and other. The difference of provincial energy efficiency in China is obvious, there is still a need to narrow the space. Regional differences in the total difference in the absolute proportion, but the difference between regions is increasing. Consider the carbon dioxide undesirable output energy efficiency clustering results than the average, Shanxi, Ningxia, Guizhou and other provinces in the provinces of the inefficient zone, which means that these provinces have larger efficiency losses, is a regional focus on the management of energy-saving emission reduction.Therefore, according to different provinces in the energy efficiency of the situation, according to local conditions, the decomposition of energy-saving emission reduction targets, the development of energy-saving emission reduction policies. Strengthen cooperation between various forms of regional and inter regional cooperation, promote the flow of production factors and information exchange, to speed up the reduction of regional and regional energy efficiency differences. Besides, it’s necessary to improve the allocation of resources, import new and high technology, especially the technical cooperation in energy conservation. Improve energy consumption structure, from the source to save energy resource. Thus, it can improve the energy efficiency totally, resolve the contradiction between energy supply and demand, alleviate the economic development and environmental pollution, and promote the sustainable development of the society.
