Since the eighteen Party's Congress,the Central Committee of the Communist Party of China has clearly stated that it is necessary to energetically build ecological civilization and integrate it into the current development strategy system,which reflects the Central Committee's great efforts to reform and build ecological civilization.It can be seen that China's economy has shifted from a period of rapid growth to a phase of high-quality development and the government's past performance concept of “Judge a hero by GDP growth " has gradually lost its market.In the new era background,in order to further improve the environmental quality of Jilin Province,promote the green development of Jilin Province,promote the construction of ecological civilization in Jilin Province,and create the beautiful "Jilin Model" of China,it is necessary to conduct systematic research and analysis on the input,use,development and governance effects of energy conservation and environmental protection expenditure in Jilin Province so as to provide a rational basis for improving the performance evaluation system for energy conservation and environmental protection and transforming the environmental governance in Jilin Province.This paper takes Jilin Province as an example.Under the background of China's active construction of the performance evaluation system for energy conservation and environmental protection,the performance evaluation of energy conservation and environmental protection in Jilin province is focused on,and the performance evaluation system of energy conservation and environmental protection in Jilin province is explored and constructed,which will provide methodological guidance and technical support for the performance evaluation of energy conservation and environmental protection in Jilin province,and improve the efficiency of energy conservation and environmental protection expenditure in Jilin province,thus improving the government's scientific governance capability and credibility.Firstly,it clarifies the basic concept and relevant theoretical basis of the performance of energy conservation and environmental protection expenditure.Secondly,combining theory with practice,from the aspects of total quantity,relative quantity and structure,this paper makes a descriptive statistical analysis on the current situation of fiscal expenditure on energy conservation and environmental protection in Jilin Province and points out the relevant issues according to the current situation.Thirdly,according to the content and principle of performance rating,combined with the actuality of environmental protection,environmental protection and fiscal expenditure in Jilin Province and the actual situation of energy conservation and environmental protection subjects,taking the effect of environmental energy conservation project as an entry point,the performance evaluation index system of energy conservation and environmental protection in Jilin Province is constructed.Finally,based on the index system of performance appraisal of energy conservation and environmental protection expenditure in Jilin Province,this paper takes 8 regions of Jilin province as an example to make evaluation and analysis and policy suggestions on the fiscal performance of energy conservation and environmental protection in Jilin province by using DEA model as a performance evaluation method.Under the background of the new era,governments at all levels actively construct the performance evaluation system of energy conservation and environmental protection,and accelerate the implementation.The author hope that through the study of energy conservation and environmental protection in Jilin Province fiscal expenditure performance evaluation,for Jilin Province and Jilin Province all levels of government for the construction of the modern financial system energy conservation and environmental protection of fiscal expenditure performance evaluation for reference.
