Under the background of construction of ecological civilization,coordinating the development of economy and environment is one of the challenges of constructing the Dongting Lake Ecological and Economic Zone.Measuring the input-output effectiveness is to prove whether the current development way of the Dongting Lake Ecological and Economic Zone is sustainable.In this paper,the ecological footprint as ecological input indicators,researching the growth of green economy of the zone in more depth,with the extended total factor ecological efficiency on the basis of total factor productivity.Taking 25 county-level cities/districts of the.zone in Hunan province in 2005-2015 as the research object.The study firstly calculated ecological footprint with "Sub-national Hectare" model,the results being put into the framework as an input indicator together with capital and labor,and calculated the total factor ecological productivity of the Zone with SE-SBM-model including undesired output.Then,analyzing the sequential characteristic and the spatial difference on the basis of former results.Combining with Malmquist index that was decomposed into technical change and technical efficiency change,so as to analyze the driving force of the total factor ecological productivity.Finally,the paper analyzed the redundancy rate of all input and output factors affecting the total factor ecological productivity,which provides a stronger support for the proposal of policy.The study found that:(1)the total factor ecological productivity of the Dongting Lake Ecological and Economic Zone is close to effective level,but there are significant differences in different regions:the highest is Wuling District,the low-est is Hehan District;(2)the total factor ecological productivity of the Dongting Lake Ecological and Economic Zone has the characteristics of decreasing and increasing,and finally stabilizing level;There is a trend of convergence in three city,Change city,Yiyang city,Yueyang city;(3)The role of TEC and TC in promoting the total factor ecological productivity of the zone is not obvious.But there are a significant role in Change city,the effect of TEC and TC in Yiyang city is just the opposite.Yueyang city both showed inhibitory effect.Specific to 25 regions,the degree and direction of TEC and TC are different.For a long time,TEC and TC have intersected to promote the ecological.efficiency of the Dongting Lake Ecological and Economic Zone,but played a role of synchronous promotion from 2014 to 2015;(4)on the basis of the redundancy rate of input-output analysis,the paper found the Dongting Lake Ecological and Economic Zone in the redundancy of labor input and Ecological input is relatively serious.The lack of capital input,the insufficient of GDP and the excessive of undesirable output is not significant.Based on all the above analysis results,this paper puts forward some policies on how to improve the total factor Ecological productivity.
