How to keep the balance between environment protection and rapid economic development is strategic challenges faced by China’s social transformation nowadays. Measuring whether a country’s growth is sustainable is to prove that a country’s comprehensive strength and overall development have long-term and motive power. Total factor productivity has been regarded as an important index to measure the development level of a country or region, from the angle of sustainable environment further to analyze the quality of growth, ecological footprint is introduced into the variables to enrich the connotation of total factor productivity, to build the total factor ecological productivity, and to have more in-depth and comprehensive insight into China’s economic growth.27 provinces, cities and regions are selected as the object of study, according to the data coherence and caliber unity, the period is chosen from 1999 to 2010, first of all to all object investigation period within each region’s ecological footprint for the calculation of the total, and on the basis of comparing various measure model, SBM model is the priority with the ecological footprint introducing into the model. Finally, the analysis of the factors affecting the ecological efficiency of the whole element, and then put forward the corresponding policy recommendations.The conclusions are that in the study period, regional ecological footprint overall level showed a rising trend, the total factor ecological productivity is in a certain degree of decline, and through cluster analysis, the 27 provinces and regions were classified into three types:green development state good, general and poor, through the convergence analysis of the steady trend in the area of internal were demonstrated. On the basis of panel regression model, capital structure, industry structure, environmental regulation and enterprise scale, technology innovation although the impact of which is not significant are considered. All the reasons to conclusions are explained, and the corresponding policy recommendations on how to improve the regional comprehensive green development efficiency status are also put forward.
