Study On Accurate Poverty Alleviation From The Perspective Of Shared Development

At present,China has entered the decisive stage of building a well-off society in an all-round way.The poverty alleviation and development work has entered the countdown phase.The Central Committee of the Communist Party of China requires all levels of governments to fully implement the precise poverty alleviation policy.Shared development as one of the five major development concepts,it includes people sharing,contributor sharing,whole scale sharing,society sharing,and gradually sharing.Accurate poverty alleviation is a new concept,which is completely different from the past,and is the deepening and development of the past poor poverty alleviation policy.There is a certain agreement between shared development and precision Poverty Alleviation: to ensure the distribution of justice,to enrich the poverty alleviation resources and to improve the benefit of poverty alleviation.So,in the guidance of the concept of shared development,the precision of poverty alleviation will be more fair.In the past 40 years of Reform and Opening up,China's poverty alleviation has made some achievements: The rural infrastructure has been greatly improved;the number of the poor;the increase in the income of the poor;the growth of the social security coverage;the improvement of the educational level in the poor areas;the improvement of the medical conditions in the poverty-stricken areas.But it also faces many problems: in the process of precise poverty alleviation,the difficulty of mass participation is not enough;there is a lack of difference in the implementation of precise assistance,and too rigid in the implementation of policies,the use of funds is not reasonable,lack of power industry poverty alleviation.The reasons for this finding are as follows: in the process of precise poverty alleviation,the participation of the people in poverty is weak,the measures are not comprehensive enough,Imperfect mechanism and there are some contradictions in the precise poverty alleviation,which all seriously affect the alleviation.In this paper,first,adhere to the people-centered principle,we advice to respect the dominant position of the poor;poverty alleviation to overcome the traditional thinking,ideas to get rid of barriers;adhere to thesynchronous lifting economic income and ability development;but also adhere to the combination of Finance and help education.Secondly,we should establish a perfect mechanism to participate in the precise Poverty Alleviation: give full play to the leading role of the government,strive to build a market-oriented poverty alleviation mechanism,strengthen the main role of social organizations in the precise poverty alleviation,and fully mobilize the initiative of the poor population in their own poverty alleviation.Thirdly,efforts should be made to strengthen the integration of resources sharing and construction: we should strive to optimize the sharing of policy resources,consolidate the integration of production factors and resources in poor areas,and strengthen the construction of the organization of the poor.Finally,we should establish and improve the sharing mechanism of development results: strengthen the equalization of public services,ensure the poor people share the fruits of development,and strive to build a new pattern of sustainable benefit distribution.
