| With the rapid expansion of urban space,the urban villages that occupy the scarce high-quality space resources of the city have increasingly become the focus of economic and social development.Accordingly,the central stakeholders in the transformation of urban villages have also become increasingly focused on farmers in urban villages.However,the relocation compensation policy is the most important concern for the farmers in urban villages,because the farmers' future life and development expectations is deeply influenced by those compensation policies.After implementing the transformation,farmers in urban villages will get generous monetary compensation and physical compensation,and their economic and living standards have been greatly improved.However,most farmers are unable to integrate into urban life and have low self-identity.In other words,the transformation of the urban village has only achieved the transformation of urban space and lacked the quality of the population.Firstly,drawing on the livelihood assets appraisal system of the rural households,this paper quantifies the livelihood assets of the urban farmers,and classifies the farmers based on the obtained livelihood asset appraisal value;Secondly,the research chose the questionnaire data obtained from the field survey in Beiying Village of Taiyuan as a research sample and then based on Amartya Sen's welfare analysis framework,research use fuzzy comprehensive method to measure the results of two kinds of farmers' welfare changes before and after transformation,compare and analyze the similarities and differences of the two kinds of households' welfare changes,and then put forward corresponding welfare improvement proposals.The empirical analysis results show that:after the transformation of urban villages,the comprehensive evaluation value of farmers' welfare has been greatly improved compared with that before transformation,in which the economic status and living environment have greatly increased,and the living conditions,social security,development opportunities,and psychological conditions have not increased much.That is to say,the improvement of welfare in the transformation of urban villages is mainly based on the most intuitive material welfare,and the non-material welfare index such as development opportunities and psychological conditions has not been significantly improved.At the same time,there are also differences in the degree of changes in various welfare indices before and after the transformation of rural households with different types of livelihood assets.The field surveys have also found that farmers in urban villages have only limited their knowledge of compensation to temporary compensation such as monetary compensation and resettlement housing,and completely ignore the non-material compensation such as employment and the enhancement of values.In other words,the transformation of urban villages is lack of sustainable transformation.It is urgent to jump out of the inertia thinking of material compensation,and focus on training farmers' awareness of sustainable development.To sum up,the research puts forward three adjustment strategies of welfare compensation during the process of urban village reconstruction,which are listed as follows:(1)Focus on guiding and increasing the proportion of non-material welfare compensation;(2)Guide farmers' employment and entrepreneurship;(3)Raise farmer's values and urban identity... |
